On the afternoon of October 9, at the socio-economic press conference, Mr. Nguyen Hai Nam - acting Chief of Office of the Ho Chi Minh City Department of Health - informed about the urgent repair of two old specialized hospitals in Binh Duong that are seriously degraded.
These two hospitals should be put into operation soon.
According to Mr. Nam, the Ho Chi Minh City Department of Health is actively reviewing, surveying and developing optimal plans to put the Binh Duong Mental Hospital and Tuberculosis and Lung Disease Hospital into operation.
These are two hospitals that were once used to treat COVID-19 patients. They are now seriously degraded, with many items damaged and unable to be put back into operation.
On July 28, after a field survey, the Department of Health held a meeting and assigned Pham Ngoc Thach Hospital and the Mental Hospital to develop a project to soon put the two facilities into operation.
In addition, the Ho Chi Minh City Department of Health also worked with the Binh Duong Construction Investment Project Management Board and related units to discuss repair and renovation plans.
While waiting for the Ho Chi Minh City People's Council to approve the implementation policy, the Department of Health has proposed that the Ho Chi Minh City People's Committee approve the assignment of the Tuberculosis and Lung Disease Hospital as the second facility of Pham Ngoc Thach Hospital and the Mental Health Hospital as the fourth facility of the Mental Hospital.
At the same time, to overcome the degradation and put it into use in time, the Department of Health proposed that the City approve the urgent repair of facilities and technical infrastructure from irregular funds or reserve funds of Ho Chi Minh City.
Proposal to adjust minimum wage zoning for some communes in Ho Chi Minh City
Also at the press conference, Mr. Nguyen Bao Cuong - Head of the Department of Labor, Wages and Social Insurance, Ho Chi Minh City Department of Home Affairs - informed about the adjustment of minimum wage zoning for some communes of Ho Chi Minh City.
Mr. Cuong said that in addition to adjusting the minimum wage, reviewing and adjusting the minimum wage zones is also very important, in order to create a balance and reasonableness in labor and labor prices between neighboring areas.
Decree 128/2025 has stipulated the list of localities applying the minimum wage according to the new commune-level administrative unit. However, after localities operated according to the new provincial-level administrative unit, some of the applied localities had new arrangements and changes.
Therefore, the Ministry of Home Affairs builds a new list of applicable areas based on the list inherited in Decree 128/2025 of the Government and has reviewed, updated and adjusted according to the request of the Ho Chi Minh City People's Committee.
According to Mr. Cuong, the adjustment of minimum wage zoning for Kim Long, Chau Duc, Ngai Giao, Nghia Thanh, Long Hai, Long Dien communes and Con Dao special zone according to the proposal of the Ho Chi Minh City Labor Federation aims to narrow the gap in income, living standards and living conditions between regions, ensuring that the difference in the areas bordering region I does not exceed 1 zoning.
This is a positive policy, contributing to ensuring fairness and being more suitable to the socio-economic development conditions of each place.
This adjustment helps to more accurately reflect the living standards, living costs and working conditions of people, especially in island areas far from the mainland such as Con Dao special economic zone - where prices of goods, services and living costs are often higher than on the mainland.
The Department of Home Affairs and other units agreed to propose that the Ho Chi Minh City People's Committee recommend that the Ministry of Home Affairs submit to the Government a decree on the minimum wage in 2026.
In which, the minimum wage zoning is adjusted from region III to region II for the communes of Kim Long, Chau Duc, Ngai Giao, Nghia Thanh, Long Hai, Long Dien and Con Dao special zone in Ho Chi Minh City. At the same time, there is a plan to widely propagate so that businesses can proactively build salary plans for the following year.
In addition, the authorities also need to increase information and propaganda to workers and businesses to clearly understand that the zoning adjustment level is the basis for management, not requiring businesses to increase wages accordingly by percentage.
The adjustment of specific wages of employees still depends on the agreement, labor contract and production and business conditions of each enterprise, in accordance with labor law regulations.
