On October 15, the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030, held its closing session.
In his closing speech, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the Congress focused on discussing documents and adopting the Congress Resolution - a Resolution that converges the will, aspirations and political determination of the entire Party Committee, government and people of Ho Chi Minh City in the new period with 30 main targets, 3 strategic breakthroughs and 10 key tasks and solutions.
According to comrade Tran Luu Quang, the greatest and most important result of the Congress is to achieve high unity in will, awareness and action; unity in comprehensively assessing the results of implementing the Resolution for the 2020-2025 term and objectively and frankly recognizing the limitations and shortcomings.
The Congress clearly defined the motto, goals, strategic orientation for the next 5 years and a longer-term vision, a new period of the City after the merger with the aspiration to reach regional level, integrate internationally, and develop rapidly and sustainably.
Along with the great achievements and opportunities, the City is also facing new difficulties and challenges. “Without high political determination and strong innovation in leadership thinking and leadership methods, it will be difficult to complete the great goals and tasks set out in the Congress Resolution,” said comrade Tran Luu Quang; at the same time, he said that the City’s greatest resource is not capital, not infrastructure, but people - dynamic people who dare to think, know how to do new things, and dare to take responsibility for the common good.
The Secretary of the Ho Chi Minh City Party Committee requested that it is necessary to clearly identify key tasks and strategic breakthroughs, focus resources, promote internal resources, take advantage of external resources, and avoid spreading and formality.

The city has strengthened inspection, supervision, urging, and removing difficulties, promoting initiatives and creativity at the grassroots level. Each cadre and party member has promoted the spirit of responsibility, pioneering and setting an example so that the Congress Resolution can truly come into life.
The Resolution of the City Party Congress sets out 30 development targets. Notably: Average GRDP growth rate of 10-11%/year. By 2030, GRDP per capita will reach about 14,000-15,000 USD; total average social investment capital in 5 years will reach 35-40% of GRDP; digital economy accounts for 30-40% of GRDP; allocate at least 4-5% of total annual budget expenditure for science, technology, and digital transformation.
The Human Development Index (HDI) is above 0.8; by 2030, it will reach 35.1 hospital beds/10,000 people, 21 doctors/10,000 people and 35 nurses/10,000 people. From 2026, people will be provided with free health check-ups or screenings at least once a year.
The city aims to ensure at least 300 classrooms per 10,000 school-age people (from 3 to 18 years old) by 2030; the rate of workers with college or university degrees will reach at least 24% or more.
The rate of grassroots Party organizations that successfully complete their tasks the following year is higher than the previous year, reducing the rate of weak grassroots Party organizations to below 0.5%/year; 100% of Party organizations build and effectively implement digital transformation.
The Congress also proposed three key, breakthrough programs on policies and institutions; infrastructure development; and human resource development.
Regarding policies and institutions, the City continues to focus on removing and thoroughly handling projects, works, land... with difficulties and problems that have been lingering for many years; proactively proposing adjustments and amendments to a number of articles of Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on "piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City".
The locality pilots the autonomous urban model in the City with high autonomy in planning, operating smart cities and appropriate budget allocation ratio, ensuring sufficient resources to implement development goals in the coming period.
Regarding infrastructure development, the City promotes regional connectivity through the external road system connecting Ho Chi Minh City with Dong Nai, Tay Ninh, Dong Thap, Lam Dong provinces, including belt roads, expressways, national highways, urban main roads, coastal roads, riverside roads, traffic intersections, and large bridges. The locality develops the urban railway system; invests in the construction of combined freight and passenger railway lines; develops the Cai Mep Ha and Cai Mep Ha downstream seaport systems; and Can Gio international transit port associated with the logistics system.

Regarding human resource development, the City promotes comprehensive and substantial innovation of the education and training system towards standardization, modernization and international integration; deploys the development and application of digital technology and artificial intelligence in education, promotes integrated education methods, and universalizes English proficiency.
Localities implement specific mechanisms and policies to train, attract, reward and retain talent in key fields; build a training - research - startup ecosystem that meets international standards.
At the closing session, the City Party Committee's Inspection Committee for the 2025-2030 term (consisting of 16 comrades, comrade Vo Van Dung holding the position of Chairman of the City Party Committee's Inspection Committee) and the City Party Committee's delegation attending the 14th National Party Congress (consisting of 75 official comrades, 5 ex-officio comrades, 9 alternate comrades) were introduced to the Congress./.
