In addition, in the inventory of relics, there are 231 works and locations that have not been classified as relics. The reason is that the group of urban architectural works is located in the city center, has a "golden" position, is under the management of central agencies, has high commercial value, and is difficult to preserve due to the pressure of urban development.
For groups of religious buildings such as churches, pagodas... with specific characteristics in terms of ownership and management, ranking relics may encounter difficulties in unifying the scope of protected areas; legal procedures for repair, renovation or construction.
Regarding historical relics, because witnesses of the resistance war against France and the US are now old, many of them are no longer alive or have limited memory; original documents, materials, and artifacts have been lost over time and war, making it difficult to verify sources of documents and supplement scientific records for ranking.
