On the morning of October 6, the Hanoi Department of Education and Training issued Notice No. 2 to the People's Committees of communes, wards and affiliated units on proactively responding to heavy rain caused by the circulation of storm No. 11 (Matmo).
The announcement stated: based on the forecast bulletin at 5:00 a.m. on October 6, 2025 of the National Center for Hydro-Meteorological Forecasting, storm No. 11 (Matmo) has entered mainland China and is rapidly weakening. The Hanoi area is not affected by the storm wind, however, from noon to night on October 6, there is a possibility of heavy rain, locally very heavy rain (50-100mm, some places over 150mm), with a risk of local flooding in low-lying areas with poor drainage.
To ensure the safety of students, teachers and school facilities, the Department of Education and Training requires units to closely monitor weather developments; proactively and flexibly adjust teaching and learning plans, ensuring absolute safety for students. In case students come to school, units must arrange flexible management and teaching to ensure the safety of students and teachers.
Units check and inspect drainage systems, schoolyards, classrooms, cafeterias, boarding areas, etc.; promptly clear and reinforce to prevent flooding and landslides.
Strictly implement the on-duty regime, regularly update information, promptly report on rain and flood situations, and impacts on teaching and learning activities (if any) to the Department of Education and Training for synthesis and handling according to regulations.
Thus, from October 6, depending on the conditions of each unit and each level of education, school principals can proactively and flexibly choose appropriate teaching and learning methods on the basis of ensuring the safety of students and teachers; instead of stopping all students from going to school as previously announced.
On the afternoon of October 5, in anticipation of the major impact of storm No. 11, the Hanoi Department of Education and Training decided to let students take a day off from school on October 6, 2025 (Monday) and switch from in-person teaching to online teaching; at the same time, schools are requested to continue monitoring the weather situation in the following days to promptly and flexibly handle situations in teaching and learning.
