The conference aims to remove difficulties and obstacles, create more favorable conditions for people to access policy loans, and realize their dream of settling down.

At the conference, the provincial branch of the Bank for Social Policies, the Department of Construction and enterprises agreed to strengthen coordination and two-way information connection; regularly update project progress and loan needs; and at the same time, assign officers in charge of receiving documents for each project and each locality.
The bank is committed to simplifying the process, shortening appraisal time, proactively providing capital, fully meeting the demand for loans to buy social housing, contributing to promoting the sustainable development of the social housing market.
As of October 2025, the Bank has coordinated with relevant agencies to implement 7 social housing projects with 1,032 customers. Total loan turnover reached VND 514 billion, accounting for 17.4% of the number of apartments formed.

According to Decree No. 261, from October 10, 2025, the income ceiling for consideration to purchase or lease-purchase social housing will be significantly increased. Specifically, for individuals it is 20 million VND/month; 40 million VND/month for married couples and 30 million VND/month for single people with young children.
Income is confirmed according to the salary or work schedule of the agency or unit where they work. Those who do not have a labor contract will have their income confirmed at the Commune Police instead of the Commune People's Committee as before, making the procedure quicker.
Provincial People's Committees are allowed to adjust income coefficients to suit local realities and issue incentive policies for households with three or more dependents.
Along with expanding the beneficiaries, preferential loan interest rates were also reduced from 6.6% to 5.4%/year, applied to both principal and overdue loans.
Those who took out loans before October 10 will also have their contracts adjusted according to the new interest rate. This policy is expected to contribute to ensuring social security and supporting low-income people to realize their dream of settling down.
