Nghe An proactively responds to storm No. 11, which is forecast to cause widespread heavy rain.

To proactively respond to storms and post-storm floods, on October 4, the Civil Defense Command of Nghe An province issued Document No. 49/BCH-CCTL on proactively and focusedly responding to storm No. 11.

According to the forecast from the Nghe An Province Hydrometeorological Station, at 7:00 a.m. on October 4, the center of the storm was at about 18.1 degrees North latitude; 116.9 degrees East longitude, in the eastern sea of ​​the North East Sea, about 530km East Northeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 11 (103-117km/h), gusting to level 14. Moving in the West Northwest direction, speed about 25km/h.

It is forecasted that from the night of October 5, in the sea area of ​​Nghe An province (including Hon Ngu island), the wind will gradually increase to level 4-5, then increase to level 6-7, gusting to level 8; waves from 1.5-2.5m high, rough sea. From October 6 to the end of the night of October 7, in Nghe An province, there is a possibility of widespread heavy rain with total rainfall from 70-150mm, especially in the Northwest of Nghe An, some places will have over 250mm such as Quy Chau, Chau Tien, Thong Thu, Chau Binh...

To proactively respond to storms and post-storm floods, the Provincial Civil Defense Command issued Official Dispatch No. 49/BCH-CCTL. Accordingly, it requested the People's Committees of wards and communes and relevant departments, branches and units to direct and deploy necessary measures to minimize human and property damage.

For sea routes: Closely monitor the storm's developments; organize counting and notify owners of vehicles and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm to proactively avoid, escape, not move into dangerous areas and call for safe shelter. Dangerous areas in the next 24 hours: From latitude 16.0-22.0N; Longitude 110.0-119.0 E (dangerous areas are adjusted in forecast bulletins);

At the same time, deploy work to ensure safety of people, vehicles, and property, especially for tourist spots, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas;

Ready forces and means for rescue when requested.

On land: Continue to quickly fix traffic, electricity and telecommunications problems caused by storm No. 10, ensuring operations are maintained and there are no interruptions before, during and after the storm.

Check and review residential areas along rivers, streams, dikes, dams, low-lying areas, areas at high risk of flooding, flash floods, landslides to proactively organize the relocation and evacuation of people when situations arise; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring stable lives for people; prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations, especially for areas at risk of being isolated, areas that have suffered heavy damage due to natural disasters in recent times.

In particular, people are strictly prohibited from collecting firewood or fishing on rivers, streams, and downstream of dams during floods to avoid human casualties.

Check and review plans to ensure safety of dike works, key works, unfinished works, and small reservoirs that are full of water.

Irrigation and Hydropower Companies operate and regulate hydropower and irrigation dams to reserve capacity to receive floods according to regulations; organize regular and ready regulation to ensure safety of works and downstream areas.

Urgently mobilize forces to harvest agricultural production with the motto "green at home is better than old in the field";

Organize traffic flow, arrange guards, control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to handle incidents, ensure smooth traffic on main traffic routes when heavy rain occurs;

Continue to deploy forces and means to drain water caused by storm No. 10, clear blockages and flood drainage, be ready to operate drainage systems for industrial parks, urban areas, and residential areas, and at the same time inform and guide people to raise their belongings, prepare food and essential supplies to cope with storms and floods to minimize damage.

Nghe An Province's Hydrometeorological Station closely monitors the storm's developments and provides full, accurate, and timely forecast information to relevant agencies to serve the direction and response to storms and heavy rains according to regulations.

Nghe An Newspaper, Radio and Television, Ben Thuy Coastal Information Station and other mass media increase information on storm and flood developments to authorities at all levels, especially commune level, owners of vessels operating at sea and people to proactively prevent and respond.

Departments and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms and widespread heavy rain.

Organize serious on-duty shifts and regularly report to the Provincial Civil Defense Command (Through the Irrigation Sub-Department - Department of Agriculture and Environment).
