Become a digital citizen

The implementation of e-government is of interest to the Government, sectors and localities. In addition to the determination of all levels of government and functional sectors, people also need to change their awareness to become digital citizens.

The initial operation of the two-level local government has shown outstanding advantages compared to before. Building a government close to the people, close to the grassroots, reducing intermediate levels... contributes to building a government from administrative management to administrative service to the people. However, a reality that must be recognized after more than 1 month of operating the two-level local government model is that the number of records and administrative procedures at the commune level has increased many times compared to before, while commune-level officials are still redundant and locally lacking; equipment and facilities in some localities are not guaranteed; people are afraid to carry out administrative procedures in the electronic environment...

In the Official Dispatch No. 111/CD-TTg on focusing on removing difficulties and obstacles in implementing administrative procedures and digital transformation in the initial phase of operating the 2-level local government organization model, signed and issued by Prime Minister Pham Minh Chinh and sent to ministries, branches and localities, 4 groups of issues affecting the operation of the new system were pointed out, including the recognition that support, guidance and propaganda work were not yet effective and realistic, there was a situation of "brokers doing paperwork" in some localities and the emergence of additional administrative procedures that were not in accordance with the provisions of legal documents.

The reason why "paper brokers" still have "room" to operate in some localities in recent times is partly because people are afraid to work with state agencies, are not familiar with procedures, want to quickly resolve administrative procedures but do not have time... Together with the whole country, An Giang has deployed and promoted the "Digital Education for the People" movement; mobilized union members and youth to support people in carrying out administrative procedures at commune-level public administrative service centers; deployed support points for people to submit documents online in residential communities... to support people in carrying out public administrative procedures.

During a conversation with me, an elderly person said that now using a smartphone installs many applications, each application has a password that needs to be remembered. He has to write down the application passwords in a notebook so that when needed, he can open it to view and perform administrative procedures online. Recently, when reissuing a passport, guided by an officer, he also explored the Public Service Portal of the Ministry of Public Security , from uploading portrait photos, old passports, paying fees... then, just waiting for the passport to be delivered to his home. This is also considered a small effort of the people to implement the policy of building a digital government and digital citizens. According to him, each person researching, boldly applying technology, implementing the policy of building a digital government is not only the effort of the government but must have the participation of the people.

According to Notice No. 408/TB-VPCP announcing the conclusion of the 3rd meeting of the Government's Steering Committee on science, technology development, innovation, digital transformation and Project 06, the Steering Committee set a target that from October 1, 2025, the reception of documents will be carried out entirely through the electronic environment; promoting propaganda so that people can proactively integrate documents into electronic identification accounts. The Steering Committee assigned specific tasks to ministries, branches and localities, including encouraging people to use 100% of the electronic environment for 25 full-process online public services. In the short term, the Steering Committee emphasized the need to prioritize the completion of the national population database, ensuring the principles of "correct, sufficient, clean, alive, and seamless connection". Business processes are reviewed and revised to allow the use of information integrated on the VNeID application to completely replace paper copies.

This work requires the active participation of people in proactively authenticating and integrating documents into electronic identification accounts used when making transactions, so that "document brokers" no longer have "room" to operate.
