According to the roadmap announced by the Ministry of Education and Training , in June 2027, high school graduation exams will be organized on computers at qualified locations.

To prepare for this new exam format, it is expected that in April-May 2026, the Ministry of Education and Training will test computer-based exam questions with a scale of about 100,000 candidates; in July 2026, submit to the Government for consideration and promulgation of the Project on organizing high school graduation exams on computers; in October-December 2026, promulgate procedures and regulations for computer-based exams; localities will arrange a number of locations to pilot computer-based exams in 2027 and prepare to invest in facilities...

Mr. Vo Tan Phat, Principal of Vinh Long High School (Vinh Long province) said: To prepare for the High School Graduation Exam on computer and while waiting for official instructions from the Ministry/Department of Education and Training, Vinh Long High School has reviewed facilities and infrastructure conditions, such as computer systems, internet lines, surveillance camera systems, etc. to have a plan for maintenance and repair.

In addition, the school has developed a plan and organized training and implementation of the Digital Competency Framework for students, meeting the criteria prescribed by the Ministry of Education and Training.

Professional groups are building question banks and test papers according to the high school graduation exam format and increasing the organization of computer-based tests and assessments for students so that they can gradually get used to them and avoid anxiety and confusion when taking exams on computers.

In the coming time, the school will continue to review its facilities; organize professional training for teachers to improve their information technology skills, skills to detect fraud when organizing computer-based tests, review and select suitable, effective and safe application software to organize computer-based tests, etc.

In preparation for the computer-based High School Graduation Exam, Mr. Nguyen Ngoc Hien, Principal of Huong Vinh High School (Hue City) informed that the school has made initial preparations and will make the following preparations:

Firstly, the school leaders have grasped information and carefully studied the roadmap of the Ministry of Education and Training; from there, they have made initial basic preparations to anticipate and successfully conduct the High School Graduation Exam on computers when selected to organize the pilot exam.

Second, conduct a review and develop a plan to upgrade the computer room, ensure the number of computers is sufficient for the exam sessions, the configuration meets the exam software requirements, and the backup power system. Deploy the construction of a high-speed internet connection, set up a separate internal network for the exam, and have a plan to back up data.

Third, build a team of teachers with skills in managing, troubleshooting and resolving problems that occur on computers. Develop a training plan for exam supervisors, technicians, teachers and students to get familiar with the computer-based exam format.

Fourth, focus on communication work, let students practice mock tests on computers during the review period to familiarize themselves with the test format, test structure, test time, and even how to use the computer proficiently, thereby creating a prepared mindset and limiting confusion.

Fifth, when facilities and equipment are available, design periodic computer-based tests during the learning process to familiarize students. This can start from grades 10 and 11, helping to reduce unexpected pressure during the real exam.

Identifying difficulties

According to Mr. Nguyen Van Hoang, Principal of Nguyen Hue High School (Hung Yen), after the Ministry of Education and Training issued this policy, the school has promoted it among its staff, teachers and students, in order to create a mindset of readiness and peace of mind when switching to the new exam method when there is an official decision.

However, the biggest difficulty today is the difference in physical facilities between schools; especially in rural areas and private schools in rural areas. In addition, the challenge comes from ensuring the stability of network infrastructure and data security. In addition, the anxiety of a number of students and parents when approaching the new form of examination is also something that needs to be addressed.

Also sharing the difficulties, according to Mr. Vo Tan Phat, the biggest challenge that the school faced when preparing to organize the exam on the computer was that the school's computer system had degraded, the configuration was not good enough to organize the exam on the computer because about 50% of the school's computers had been installed for quite a long time. The school's internet connection was not guaranteed to operate all the computer rooms at the same time.

In addition, there is no technical team to support the organization of computer-based tests, mainly relying on a number of IT teachers to support. The software system to select computer-based tests to create the habit of taking computer-based tests for students is not consistent in professional groups, and the security is not high.

Similarly, Mr. Nguyen Ngoc Hien also worries about the lack of synchronous facilities: lack of computers, old equipment, weak network infrastructure, power backup in case of power failure, need for technical solutions to control negative impacts.

In addition, when taking the test on a computer, to ensure anti-cheating, each candidate must have a separate position, so the number of candidates in each exam room can be reduced significantly compared to when taking the test on paper. This means that the exam must be divided into many shifts, requiring a large enough test bank with high equivalence.

Synchronous investment requires a large amount of money, while the school budget is still facing many difficulties. The school also does not have enough specialized technical staff; teachers are not familiar with exam proctoring on information technology platforms. Students and parents are still worried about the stability of the system, fearing that problems will affect the results.
