Information from Lao Cai province, the rain lasting from July 3 to the morning of July 4 pushed the floodwaters of the Chay River up, causing flooding in the districts of Luc Yen, Bao Yen, Bao Thang, Bac Ha... Bac Ha Hydropower Plant had to announce flood discharge from 8:00 a.m. on July 4 with a total water volume downstream of 1,313m 3 / second (mainly through bottom discharge).

Updated to 4 p.m. on July 4 from the automatic hydropower water level monitoring system of Vietnam Electricity Group, Hoa Binh and Tuyen Quang hydropower reservoirs are still maintaining one bottom discharge gate each. Of which, the total discharge volume of Hoa Binh hydropower plant to the downstream is nearly 4,000m 3 / second; and Tuyen Quang hydropower plant is over 1,200m 3 / second.

The Standing Office of the National Steering Committee requires ensuring safety for downstream areas when releasing floodwaters from Hoa Binh and Tuyen Quang hydropower plants.
