Attending and congratulating the Dien Bien Provincial Political School were comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; comrade Tran Quoc Cuong, Party Central Committee member, Secretary of the Dien Bien Provincial Party Committee, and representatives of leaders and officials of departments and branches.

Speaking at the ceremony to announce the decision to Dien Bien Provincial Political School, comrade Nguyen Xuan Thang congratulated the Dien Bien Provincial Party Committee and Dien Bien Provincial Political School for their efforts and determination to build the school to be recognized as meeting level 1 standards one year earlier than planned. "This is a meaningful spiritual gift to welcome the 15th Congress of Dien Bien Provincial Party Committee, term 2025-2030", comrade Nguyen Xuan Thang affirmed.

Comrade Nguyen Xuan Thang emphasized: The result of Dien Bien Provincial Political School being recognized as a Level 1 standard today is proof that Dien Bien pays special attention, creates favorable conditions in all aspects, and encourages the teaching staff to improve the conditions and standards so that the School can meet the Level 1 Standard criteria.

Comrade Nguyen Xuan Thang also highly appreciated the results of scientific research and methods of supporting cadre training for the northern Lao provinces, which have contributed to strengthening solidarity and cooperation between Dien Bien and the northern Lao provinces.

Referring to the tasks and requirements for training and fostering cadres, civil servants and public employees to meet the requirements of the two-level local government, comrade Nguyen Xuan Thang requested the Standing Committee of Dien Bien Provincial Party Committee to urgently develop and implement the Project of Level 2 Political School, to be completed by 2030 at the latest; continue to pay attention to building the team, have mechanisms and policies to encourage cadres and lecturers to study for postgraduate studies, attract high-quality lecturers to the school; assign the school to advise and research issues related to Party building, socio-economic development of the province, especially the work of summarizing practices for the school to implement. Pay attention to allocating the budget, mobilizing legal resources to upgrade the infrastructure, equipment, and digital infrastructure for the school to meet the requirements of a Level 2 school.

Regarding Dien Bien Provincial Political School, comrade Nguyen Xuan Thang suggested that the school self-review according to the level 2 standard criteria groups, report to the Provincial Party Standing Committee to propose adjustments to the Standard Political School Project to suit the new situation.

In particular, in response to current practical requirements, when the locality is making efforts to implement a two-level local government model, digital transformation and international integration, Dien Bien Provincial Political School must closely follow the local political tasks to update and develop content and programs according to decentralization, ensuring innovation, creativity, flexibility, practicality, and individualization of each job position; proactively innovate models and methods of organizing training, fostering, and updating knowledge for grassroots cadres associated with implementing digital transformation in teaching, learning, training management, and fostering; and at the same time continue to expand training cooperation with localities in the country and neighboring Laos.

Continue to comprehensively innovate scientific research activities, summarize practices in the spirit of Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; focus on practical issues arising in the locality in the new context; improve the quality of reports and recommendations to the Provincial Party Committee and local authorities, coordinate with academies and specialized institutes under the Ho Chi Minh National Academy of Politics, training institutions inside and outside the province to implement scientific tasks; focus on summarizing and building models and typical examples in scientific research work, summarizing practices. Promote the core role of the team of cadres and lecturers of political schools in protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints, integrating and incorporating this content into teaching and scientific research.

Established on February 6, 1963 - when the country and locality were still facing many difficulties, but with the spirit of effort and dedication of generations of cadres, lecturers and students of the school, up to now, after 62 years of establishment, Dien Bien Provincial Political School has developed comprehensively in terms of staff, quality and facilities; becoming a "red address" for training and fostering cadres and civil servants in the province and the provinces of Northern Laos.

Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of Dien Bien Provincial Party Committee congratulated Dien Bien Provincial Political School.

Currently, the School has 40 staff members, including 33 lecturers, the number of main lecturers accounts for 60.6%; 96.97% have a master's degree or higher suitable for teaching expertise, including 1 doctorate, 1 doctoral graduate, 2 lecturers doing research; 100% of lecturers after 7 years of teaching have a high level of political theory.

The school's leadership team all have high professional qualifications, strong political will, and are exemplary models in studying and training. Many lecturers have completed their tasks excellently, actively participated in scientific research, applied information technology and digital transformation, innovated teaching methods, and combined theory with practice.

Comrade Le Tien Dung, Acting Principal of Dien Bien Provincial Political School, thanked the leaders of the Ho Chi Minh National Academy of Politics and Dien Bien province for always paying attention and creating favorable conditions for the school.

Over the past 62 years, the School has opened 587 training classes, training more than 33,800 students, including 193 students who are officials from 3 provinces of Northern Laos (Luang Prabang, Udomxay, Phoong Saly). The model of "1 lecturer - 2 Lao students - 3 Vietnamese students" implemented since 2024 has created a friendly and effective learning environment, and has been recognized by the Ho Chi Minh National Academy of Politics as a typical model nationwide.
