On the afternoon of October 14, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of Bat Mot Primary and Secondary Boarding School (Bat Mot commune, Thanh Hoa province).
Also attending the groundbreaking ceremony were General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense ; Mr. Nguyen Kim Son, Minister of Education and Training, and leaders of central ministries, departments, branches and Thanh Hoa province.
“Investing in education and training more fully and comprehensively”
Bat Mot Primary and Secondary Boarding School is one of four large-scale projects that were started and inaugurated to welcome the 20th Thanh Hoa Provincial Party Congress, term 2025-2030.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh stated that the groundbreaking ceremony today is very meaningful. The construction of the Boarding School is a practical action in implementing the teachings of President Ho Chi Minh: "For the ten-year cause of planting trees, for the hundred-year cause of educating people".

According to the head of the Government, the Party's viewpoint is very clear: education is the top national policy; investment in education and training is investment for development.
The Prime Minister said the Politburo has issued Resolution 71, requiring continued investment in education and training to be more comprehensive and inclusive, leaving no one behind; achieving educational equality among ethnic groups, regions, and subjects, especially the disadvantaged, remote areas, border areas, and islands, so that everyone has equal access to education.
According to the decision of the Politburo, 248 inter-level boarding schools (primary and secondary) will be built nationwide at locations bordering foreign countries. Thanh Hoa has 16 border communes, and must invest in 16 schools. The priority resources for building these schools are formed from savings in the last 6-7 months of the year.

The Prime Minister emphasized that the school will be a place to "sow letters, nurture knowledge, light up dreams, and realize aspirations" of children; a symbol of solidarity, affection and responsibility of the Party and State towards the people in the solid fence of the Fatherland.
The Prime Minister acknowledged the efforts of all levels, sectors of Thanh Hoa province, and local authorities in clearing the land. He also expressed his thanks and appreciation for the people's willingness to donate land to build schools.
At the same time, note that in places where people do not have a place to live, local authorities must arrange thoughtful and complete resettlement.
Along with that, project management needs to be flexible, with the ultimate goal of allowing 756 children to stay in boarding school, go to school in a more complete, more fun, and happier educational environment with teachers and medical care.
The Prime Minister requested the establishment of a project management board and compliance with the law, avoiding negativity. Whatever is better should be mobilized to do, but it must be in accordance with the law; no exploitation, embezzlement, or corruption is allowed.

"Thanh Hoa's projects today are of great significance, and people will benefit directly," the Prime Minister praised.
The Head of Government believes that with the determination and consensus of all levels and sectors, the support and expectations of the people and businesses, the works and projects started and inaugurated today will be completed on schedule, ensuring quality, promoting efficiency, and becoming typical works of the province.
Premises to promote socio-economic development in border areas
Mr. Nguyen Hoai Anh, Chairman of Thanh Hoa Provincial People's Committee, said that the Bat Mot Primary and Secondary Boarding School project is a typical school project, with special significance in terms of politics, socio-economics, culture and national security and defense of the province in the coming period.

According to Mr. Hoai Anh, Thanh Hoa province is one of 22 provinces with land borders, with 16 border communes. Implementing the policy of the Politburo and General Secretary To Lam, the Provincial Party Committee Standing Committee and the Provincial People's Committee have seriously and urgently implemented it according to the instructions of the central ministries and branches; conducted surveys, made a list of proposals, and submitted to the Government to build 21 projects, with a total investment of about 1,590 billion VND.
Of which, 6 projects will be implemented in 2025, with a total investment of about 767 billion VND and 15 projects will be implemented in 2026 with a total investment of about 823 billion VND.
“The Bat Mot Primary and Secondary Boarding School project is extremely important.
After the project is completed and put into use, not only will children of ethnic minorities in Bat Mot commune be able to study and live in a spacious and modern school, but it will also be a premise to contribute to improving the quality of education; meeting the needs and aspirations of the people, and the foundation to promote socio-economic development in the border areas of the province", the Chairman of Thanh Hoa Provincial People's Committee emphasized.

On this occasion, Prime Minister Pham Minh Chinh presented Bat Mot Primary and Secondary School with a painting of "Uncle Ho wearing a red scarf for students".
Next, the Prime Minister, leaders of central ministries, branches and leaders of Thanh Hoa province presented gifts to families in difficult circumstances and those affected by storms and floods in Bat Mot and Yen Nhan communes; and warm clothes to students of schools in Bat Mot commune.
Minister of Education and Training Nguyen Kim Son donated 2,600 books to the school library.
Also at the ceremony, leaders of the Vietnam National Energy Industry Group and the Viettel Military Industry and Telecommunications Group presented funding to Thanh Hoa province to implement the project of building Bat Mot Primary and Secondary Boarding School.

On the same day, Thanh Hoa province also started and inaugurated three other large-scale projects to welcome the 20th Thanh Hoa Provincial Party Congress, term 2025-2030.
Specifically, the inauguration of the Children's Cultural Palace and Sports Center (Hac Thanh Ward); the groundbreaking of the social housing project in Ham Rong Ward; the groundbreaking of the investment project to build and operate the infrastructure of the WHA Smart Technology Industrial Park - Thanh Hoa.
Bat Mot Primary and Secondary Boarding School project is built on an area of about 1.79 hectares, with a total investment of 170 billion VND, with facilities meeting the criteria of a National Standard School level 2.

The project includes the following items: Classrooms for 750 primary and secondary school students, subject classrooms, principal building, multi-purpose hall, library, sports ground, boarding and semi-boarding area for 260 students, public housing for teachers and other auxiliary items.
