Provincial People's Committee holds regular meeting in January 2024

– On January 26, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the regular meeting of the Provincial People's Committee in January 2024 to decide on contents within his authority.

Comrade Ho Tien Thieu, Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

At this meeting, the Provincial People's Committee focused on discussing 10 contents submitted by 6 departments and branches, in which most of the time was spent giving opinions on the draft Plan of the Provincial Party Standing Committee to implement Directive No. 25-CT/TW dated October 25, 2023 of the Secretariat on continuing to consolidate, improve and enhance the quality of grassroots health care activities in the new situation; the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council promulgating regulations on a number of policies to support small and medium-sized enterprises in the province for the period 2024 - 2030.

Discussing the draft plan of the Provincial Party Standing Committee to implement Directive No. 25 of the Secretariat submitted by the Department of Health, members of the Provincial People's Committee requested the drafting agency to add a number of specific indicators for each stage such as: roadmap for investment in facilities; professional training for medical staff; coordination between public and private medical facilities in taking care of people's health as well as disease prevention...

Concluding this content, the Chairman of the Provincial People's Committee requested the drafting agency to review the entire content of the draft, update the central and provincial directives, absorb the maximum comments at the meeting and supplement specific goals and targets; clearly define the roadmap for prioritizing resource mobilization for investment in infrastructure; train staff, policy mechanisms to attract resources to improve the operational efficiency of the grassroots health system; clearly define the coordination mechanism between public health and private health, and the issue of research to promote the role of traditional medicine in taking care of people's health.

The Provincial People's Committee assigned the Department of Health to complete the draft plan before February 5, 2024 for the Provincial People's Committee Party Committee to submit to the Provincial Party Standing Committee.

Regarding the draft submission of the Provincial People's Committee and the Resolution of the Provincial People's Council promulgating regulations on a number of policies to support small and medium-sized enterprises in the province for the period 2024 - 2030 submitted by the Department of Planning and Investment, members of the Provincial People's Committee requested the drafting agency to review the support policies.

Concluding on this content, the Chairman of the Provincial People's Committee agreed with the discussion opinions of the members of the Provincial People's Committee and requested the drafting agency to study increasing the maximum support level to 50% of the rental price, the support period not exceeding 5 years from the effective date of the rental contract, the total maximum support level not exceeding 500 million VND/enterprise. At the same time, support for enterprises participating in e-commerce trading floors from 25% to 50% of the value of the consulting contract for successfully registering an account.

The Provincial People's Committee assigned the Department of Planning and Investment to review and complete the draft submission of the Provincial People's Committee before January 28, 2024.

Within the framework of the meeting, the Provincial People's Committee gave opinions and unanimously approved other important contents such as: the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council regulating the titles, regimes and policies for non-professional workers at the commune, village and residential group levels and those directly participating in activities in villages and residential groups, the fixed operating budget of socio-political organizations at the commune, village and residential group levels in the province; the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council deciding on the staffing of civil servants in administrative agencies and organizations in 2024; the draft Proposal of the Provincial People's Committee and the Resolution of the Provincial People's Council approving the total number of employees in public service units in 2024; the draft Decision of the Provincial People's Committee on the process of using the Digital Border Gate Platform of Lang Son province; Draft Report of the Provincial People's Committee and Resolution of the Provincial People's Council on approving the Regulations on urban architecture management of Huu Lung town, Huu Lung district, Bac Son town, Bac Son district, Lang Son province; Draft Decision amending and supplementing Decision No. 14/2021/QD-UBND dated June 3, 2021 of the Provincial People's Committee regulating the scale of works, maximum height and existence period of works granted construction permits with a term in the province; Report No. 02/TTr-STC dated January 5, 2024 of the Department of Finance on approving the adjustment of clean water prices in the province.
