Accordingly, the Chairman of the People's Committee of Hung Yen province requested the Vietnam Fatherland Front Committee of the province, mass organizations and requested the Heads of departments, branches, sectors, units of the province and enterprises in the area, Chairmen of the People's Committees of communes and wards to absolutely not be negligent and subjective in the face of the developments and situation of the storm, and at the same time proactively deploy plans to prevent and combat storms and floods in the fields and areas under their management according to the motto "Four on-the-spot".
The Provincial Military Command presides over and coordinates with the People's Committees of coastal communes and relevant units to implement a sea ban from 5 p.m. on October 4, strictly prohibiting ships and boats from going to sea, stopping exploitation, aquaculture, fishing and other activities in estuaries, coastal areas, and offshore after the sea ban. By all means, call, count, and guide ships and boats to safe shelters, arrange to avoid collisions and sinking at anchorages. These tasks must be completed before 9 p.m. on October 4. At the same time, coordinate with relevant units to prepare plans, proactively arrange forces and means to support people in localities; be ready to deploy response, rescue and relief work when requested.
Commune and ward People's Committees inspect and review plans to protect key dykes, embankments, and culverts, and works under construction on dykes, especially river dykes and sea dykes. Ensure the safety of people and property in the dyke areas along river estuaries and coastal areas to prevent storms combined with floods and high tides causing overflows and breakage of dykes and dikes; when detecting unsafe works, proactively mobilize forces, means, and materials to handle and reinforce immediately. Preside over and coordinate with relevant departments, branches, sectors, and units based on the specific situation of risks and levels of impact of storms and floods to organize the Mid-Autumn Festival for children, ensuring safety, health, practicality, and effectiveness.
The People's Committee of coastal communes shall preside over and coordinate with the Provincial Military Command, the Provincial Police and relevant units to urgently relocate households engaged in clam farming, aquaculture and seafood farming in low-lying areas along rivers and coasts; close border gates, and cross sea dykes and river dykes. The above tasks must be completed before 8:00 p.m. on October 4. In addition, direct the implementation of work to ensure safety for activities at sea, along the coast and inland (especially pay attention to storms before, during and after the storm); protect houses, warehouses, educational and medical facilities, dykes, production and business activities, aquaculture; strengthen patrolling and guarding dykes according to flood warning levels to proactively respond to construction incidents caused by storms and floods.
The provincial Department of Agriculture and Environment organizes a duty team to monitor developments, forecast, warn, and promptly inform the authorities and people about the storm's developments; proactively advises the Provincial People's Committee on storm and flood prevention and control. The provincial police direct relevant units and grassroots police forces to proactively arrange forces and vehicles to vulnerable areas, ready to support local people and areas forecasted to be at risk of being affected by storms and floods; ready to deploy response, rescue, and relief work when requested.
The departments and branches of construction, industry and trade, culture, sports and tourism, science and technology, education and training, health and related units, according to their functions, tasks and authority, proactively direct and urge the implementation of measures to respond to storms and floods; in which, special attention should be paid to ensuring safety for activities at sea, safety of telecommunications systems, educational and medical facilities, production, business and service establishments.
The Department of Education and Training coordinates with relevant units based on the actual situation and the development of storms and floods to proactively develop appropriate teaching plans for students. Hung Yen Electricity Company proactively develops plans to protect the safety of the power grid system, avoiding interruptions before, during and after the storm, especially the supply of electricity to serve the operation of pumping stations for flood control.
The Economic Zone Management Board, the Industrial Zone and Cluster Management Board, and the Construction Investment Project Management Board No. 1 and No. 2 are responsible for informing and propagating to each enterprise so that they can be proactive in preventing and combating storms and floods.
