Along with overcoming the consequences of storm Bualoi, to respond to storm Matmo on October 4, the Prime Minister issued a telegram requesting the Chairmen of the People's Committees of provinces from Quang Ninh to Ninh Binh to direct the implementation of work to ensure safety for ships and vehicles operating at sea and ensure safety of activities at sea, on islands, along the coast and inland.
Restore schools to welcome students
In Nghe An, many places still have power outages due to broken power lines and flooding that cannot be repaired. Dozens of schools still have to let students stay home to ensure safety due to flooded and cut-off roads. Immediately after the floodwaters receded, police, youth union members, and militiamen joined forces to help clean up schools, offices, and homes.
In Bich Hao commune, storm Bualoi caused 15 houses to collapse over 80%, 2,530 houses had their roofs blown off, 550 houses were deeply flooded, causing damage from 50 - 80%. "Schools in the area all had their roofs blown off and were severely damaged. Many hamlets in the whole commune are completely isolated due to flooding for many days, the damage cannot be fully counted yet", Mr. Tran Linh, Secretary of the Party Committee of Bich Hao commune, informed.
Inspecting the work to overcome storm Bualoi, Nghe An Provincial Party Secretary Nguyen Duc Trung requested local leaders to urgently direct and mobilize all resources to overcome the severe damage caused by the storm.
"Quickly support and help families whose houses collapsed so that people have a place to live, not letting any people go hungry. It is necessary to quickly fix the damage to essential infrastructure such as health and education so that students can quickly go to school and take care of people's health," said Mr. Trung.
Help people re-roof their houses
In recent days, Tuoi Tre newspaper in coordination with Nghe An Provincial Youth Union has surveyed and directly awarded 50 gifts (8 million VND/household), total value of 400 million VND so that people have more funds to repair their houses and soon stabilize their lives.
Mr. Ho Phuc Hai, Deputy Secretary of Nghe An Provincial Youth Union, shared: "When we came to give gifts to households after the storm, we saw that the circumstances were very difficult, most of them were poor households now facing more difficulties due to natural disasters. People were very touched by this valuable and timely support."
In Ha Tinh, on the afternoon of October 4, Tuoi Tre newspaper coordinated with Ha Tinh Provincial Youth Union to present 15 gifts (each worth 8 million VND) to people who suffered heavy losses due to the storm. Up to now, Tuoi Tre newspaper has presented 50 gifts (out of a total of 62 gifts) to support Ha Tinh people.
Mr. Nguyen Viet Hai Dang, Deputy Secretary of Ha Tinh Provincial Youth Union, said that storm Bualoi caused great damage to the property of Ha Tinh people, tens of thousands of houses had their roofs blown off, making people's lives extremely difficult.
Faced with the huge losses suffered by the people, Tuoi Tre newspaper promptly organized the program "Re-roofing houses for people in storm-hit areas", joining hands to share and support 62 gifts with a total amount of up to 500 million VND.
"The timely support of Tuoi Tre newspaper helps people reduce losses caused by the storm, and at the same time gives them more motivation to overcome difficulties and recover to stabilize their lives," said Mr. Hai Dang.
Holding the amount of money Tuoi Tre newspaper supported, Ms. Tran Thi Ai Thuyen (40 years old, living in Tien Dien commune) said: "I did not know where to borrow the money to re-roof my house, but today I was lucky to receive timely support from the newspaper." Ms. Thuyen's husband passed away three years ago, she and her two children live in a level 4 house built more than ten years ago. Before the storm hit, Ms. Thuyen felt that the house was not safe for the three of them, so she evacuated to a relative's house to take shelter.
"After the storm, the three of us returned to see a scene of devastation. Half of the main house's roof was blown off and the kitchen's roof was completely blown off," said Ms. Thuyen.

Storm Matmo heads towards the Gulf of Tonkin, heavy rain in the North from tonight
According to the National Center for Hydro-Meteorological Forecasting, today (October 5), storm Matmo (storm number 11) is forecast to continue moving quickly towards Leizhou peninsula (China), the storm intensity may reach level 13 (134 - 149km/h), gusting to level 16.
Mr. Nguyen Van Huong, Head of the Weather Forecast Department of the National Center for Hydro-Meteorological Forecasting, said that it is forecast that this evening, Typhoon Matmo will pass the Leizhou Peninsula and enter the Gulf of Tonkin. Around dawn on October 6, the eye of the storm is likely to enter the area between Quang Ninh (Vietnam) and Guangxi (China).
From the evening of October 5-10, the northern area of Bac Bo Gulf (including Bach Long Vi, Van Don, Co To, Cat Hai and Hon Dau islands) will have winds gradually increasing to level 8-9, waves 2-4m high, and areas near the storm's eye will have winds of level 10-11, gusting to level 14.
From tonight until the end of the night of October 7, in the mountainous and midland areas of the North, there will be heavy rain, with average rainfall of 150 - 250mm, and locally very heavy rain of over 400mm. The Northern Delta and Thanh Hoa areas will have moderate to heavy rain with average rainfall of 70 - 150mm, and locally very heavy rain of over 200mm.
It is forecasted that from early morning of October 6 to the end of October 7 in Hanoi, there will be moderate to heavy rain with common rainfall of 70 - 120mm, locally over 150mm in some places.
