Expanding the scope and scope of support
The notable new point of the policy is the expansion of the subjects and conditions for loans. In addition to students, the policy also applies to master's and doctoral students. The fields and sectors eligible for loans include: Life Sciences , Natural Sciences, Computers and Information Technology, Engineering Technology, Architecture and Construction, Production and Processing, Mathematics - Statistics, Financial Technology and other key technology sectors as prescribed.
Loan conditions are more clearly defined, with additional academic criteria to ensure support for the right subjects with capacity and potential. For first-year students, all three years of high school must be of Good grade or higher, or an average score of 8 or higher in Math, Physics, Chemistry, Biology in grade 12. For students from the second year onwards, they must be of Excellent grade in the previous school year. For master's and doctoral students, they must be recognized by the higher education institution according to regulations.
Increase loan level, comprehensive support
A notable difference of Decision 29/2025/QD-TTg is the increased loan amount and scope of support. Students can borrow the entire tuition fee (after deducting scholarships or other support). In addition, they can borrow up to 5 million VND/month to cover living expenses and other study costs. For example, if a student's tuition fee is 10 million VND/month, the total loan amount can be up to 15 million VND/month (10 million VND in tuition + 5 million VND in living expenses). This policy demonstrates comprehensive support, not only covering tuition fees but also ensuring living conditions, helping students focus completely on studying and researching.
Preferential interest rates and flexible terms
The policy stipulates a low interest rate of only 4.8%/year, which is considered a clear incentive, helping to significantly reduce the financial burden compared to many other forms of loans.
Regarding the loan term, the disbursement period lasts from the time of receiving the first loan until the end of the course. In particular, after 12 months from the end of the course, the borrower must pay the principal and interest for the first time. The maximum repayment period is equal to the disbursement period. This means that, with a 5-year course, the total loan period can be up to 11 years, including the 12-month grace period after graduation. This regulation helps learners have enough time to start a business and stabilize their lives before having to fulfill their debt repayment obligations.
In addition, the Social Policy Bank can also consider extending the debt in case the customer encounters difficulties, demonstrating the flexibility and humanity of the policy. This is to create conditions for students to feel secure in the process of studying and starting a business.
The preferential credit policy for STEM learners is a humane policy of the Party and State, contributing to improving the quality of human resources.
