Mobilizing households to carry out site clearance for Kim Thanh - Ngoi Phat road project

To create consensus in implementing land acquisition for the Border Bridge Project across the Red River in Ban Vuoc Commune and infrastructure connecting the Provincial Road 156 Upgrade Project (Kim Thanh - Ngoi Phat), on the afternoon of July 18, the Project Compensation, Support and Resettlement Council and Bat Xat Commune organized a meeting to mobilize people to receive compensation and promptly hand over land to the State to implement the project.

Specifically, the Project Compensation, Support and Resettlement Council and Bat Xat Commune organized a working session with a group of people who share land use rights and have land recovered, headed by Ms. Nguyen Thi Suu, permanent resident of Group 9, Bat Xat Commune, requesting to receive compensation funds for site clearance and hand over the site to the State to implement the project.

However, because Ms. Suu's family did not agree with the compensation, support and resettlement plan, it affected the construction progress of the Provincial Road 156 Upgrade Project (Kim Thanh - Ngoi Phat) from Quang Kim Bridge to the intersection with BV32 and BV28 roads and leveling the ground on both sides of the road with a depth of 50m belonging to the border bridge project across the Red River in Ban Vuoc commune and connecting infrastructure.

Mrs. Nguyen Thi Suu's household, group 9, Bat Xat commune, has land plot number 102, on map sheet number 43, with an area of ​​751.7 ^m2 , in the area of ​​land acquisition and clearance to implement the Kim Thanh - Ngoi Phat road project.

The land area that Ms. Nguyen Thi Suu's family owns is located on the project site.

To create consensus in land recovery for Ms. Nguyen Thi Suu, the Project Compensation, Support and Resettlement Council continues to mobilize and persuade Ms. Suu's household.

At the meeting, although the Project Compensation, Support and Resettlement Council answered questions, propagated and explained the provisions of the law, Ms. Nguyen Thi Suu - representative of the group of people with common land use rights, whose land was recovered, still did not agree to receive compensation and resettlement support as approved. At the same time, she requested the competent authorities to resolve the family's complaint sent to the Provincial People's Committee on June 21, 2025, before carrying out other tasks related to the project's land acquisition procedures.

Chairman of Bat Xat Commune People's Committee Nguyen Manh Hung and the project's Compensation, Support and Resettlement Council mobilized and persuaded households.

At the end of the working session, comrade Nguyen Manh Hung, Chairman of Bat Xat Commune People's Committee, requested the Project Compensation, Support and Resettlement Council to continue implementing steps according to the provisions of law.

It is known that previously, the People's Committee of Bat Xat commune issued invitation No. 09/GM-UBND, dated July 11, 2025 to Ms. Nguyen Thi Suu, to come to the headquarters of the People's Committee of Bat Xat commune at exactly 2:00 p.m. on July 14, 2025 to work. However, Ms. Suu did not cooperate and did not attend the meeting.
