Storm No. 10 is assessed to be a very fast moving storm with a speed of about 30-35 km/h, strong intensity, wide range of influence, and can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
The operation of the national power system has been greatly affected by gusts of wind and heavy rain. Accordingly, the storm has caused a total of 12 500 kV lines, 18 220 kV lines and 73 110 kV lines to fail. NSMO has temporarily operated 2 independent power systems to ensure the stable operation of the North and Central - South regions, without spreading the problem.
The power grid failure caused power plants in the Thanh Hoa - Hue area such as Ban Ve, Khe Bo, Vung Ang 1, Vung Ang II, Binh Dien, small hydropower plants, and power plants imported from Laos (Nam San 3A, Nam San 3B, Nam Tai, Truong Son DG) to be temporarily unavailable. The total affected load was about 2,526 MW, of which the most severe were Nghe An (650 MW), Thanh Hoa (680 MW), Ninh Binh (315 MW), Ha Tinh (219 MW). The water flow to hydropower reservoirs also increased dramatically, 2-3 times compared to normal days, specifically: Hoa Binh about 10,000 m³/s, Hua Na 2,200 m³/s, Khe Bo 1,900 m³/s, Ba Thuoc 1, 2 about 1,200 m³/s.
Regarding power restoration after the storm, by 3:00 p.m. on October 1, 2025, NSMO coordinated with transmission and distribution units to restore 9/12 500 kV lines, synchronized the North-South system from the early morning of September 29, along with 18/18 220 kV lines and 64/73 110 kV lines. The total restored load capacity reached 2,191/2,526 MW. Currently, some loads are still without power, including Nghe An 230 MW, Thanh Hoa 21 MW, Ha Tinh 80 MW, and the Central region only has 4 MW left in Quang Tri, due to flooding.
NSMO affirms that it will always strictly implement the instructions of the Prime Minister and the Ministry of Industry and Trade in the telegrams No. 174, 175, 176/CD-TTg and 7399, 7404, 7406/CD-BCT on focusing on responding to storm No. 10 and floods. NSMO continues to closely coordinate with relevant units to safely operate the power system, promptly restore the transmission and distribution grid, and ensure the resupply of electricity to loads lost due to storms and floods.
