Those are the comments of Cambodian experts and Algerian media, ahead of the signing ceremony of the Hanoi Convention taking place on October 25-26.
Mr. Thong Mengdavid, geopolitical and international affairs analyst at the Institute for International Studies and Public Policy (IISPP) of the Royal University of Phnom Penh (Cambodia), said that the Hanoi Convention on Cybercrime demonstrates Vietnam's strong commitment to promoting global solutions to establish legal mechanisms or international institutions, especially gathering countries to participate in solving the problem of cybercrime in a multilateral spirit and respecting international law.
This is a document of strategic, legal and geopolitical significance for Vietnam, ASEAN and the international community. For Vietnam, hosting the signing ceremony of the Convention demonstrates Vietnam's great efforts and capacity in promoting the use of international mechanisms, especially promoting its leadership role in the digital field, enhancing capacity, improving Vietnam's legal and digital fields, as well as promoting an increasingly deeper relationship between security and economy .
Algerian media commented that the capital of Vietnam will become the center of global diplomacy when it hosts the signing ceremony of the Hanoi Convention. Cresus daily published an article titled “From Hanoi to Algeria: When diplomacy protects cyberspace”, stating that Algeria and Vietnam are two countries with outstanding contributions to the drafting of the Convention.
Cresus newspaper emphasized that the Hanoi Convention is not only a legal instrument but also represents a humanistic vision of the digital future, placing human rights and privacy at the center. According to Cresus, choosing Hanoi as the place of signing also has a deep symbolic meaning: Vietnam is seen as a new center of international dialogue, where countries work together to build digital trust.
