Preferential capital helps poor households rise up

After the merger, Da Bac commune is gradually taking on a new look. Concrete roads are extended, fruit tree planting and livestock farming models are developing strongly. Behind these positive changes are the clear effects of preferential capital programs for poor households, ethnic minority households and other policy beneficiaries.

Not only disbursing at the commune level, the staff of the Da Bac Social Policy Bank transaction office also closely coordinated with the Head of the Savings and Loan Group, regularly going to residential areas, to each household to check, guide and monitor the use of capital. Following the policy credit officer, we visited the production model of Mr. Hoang Van Hung's household in Thach Ly sub-area. Mr. Hung's household currently has an outstanding debt of 100 million VND implementing 2 credit programs: job creation and clean water and environmental sanitation. From the preferential loan capital together with Mr. Hung's family's capital to invest in orange growing and bamboo rat breeding, it promises to bring high economic efficiency.

Nguyen Thi Kim Huong, head of the savings and loan group in Thach Ly sub-region, said: My group has 51 members implementing 5 policy credit programs with a total outstanding loan balance of over 3 billion VND. People here trust the bank, but also need close monitoring to use the capital for the right purpose and effectively. If we let it go to waste, it is our fault.

Thanks to the policies of the Party and the State, the poor and policy households have access to preferential capital sources and have conditions to develop their family economy. However, due to the limited level of education in rural areas, not all poor households that receive loans know how to use the loans effectively. To help poor farmers use and promote the effectiveness of loans, the commune's departments and organizations have coordinated with functional departments to organize training courses on transferring science and technology in cultivation, animal husbandry, etc. and guide members to choose suitable models. Therefore, farmers have effectively used loans, many households have escaped poverty and boldly strived to become rich.

Staff of the Transaction Office of the Social Policy Bank of Da Bac periodically meet with loan groups of Da Bac commune.

Through review, the poverty rate of the commune is 6.12%; average income per capita reaches 45 million VND/person/year. Currently, the commune has 66 savings and loan groups with 2,729 households with outstanding loans of over 175 billion VND, implementing 14 credit programs, of which the job creation program has the highest outstanding loan of over 50 billion VND with 875 borrowers; the loan program for near-poor households has outstanding loans of over 34 billion VND with 593 borrowers; the preferential loan program for poor households has outstanding loans of nearly 30 billion VND with 504 borrowers...

Social policy credit officers regularly coordinate with the commune's entrusted organizations to guide the effective use of capital, avoiding the situation of borrowing for the wrong purpose. In general, households that borrow capital use capital for the right purpose and effectively, pay principal and interest on time, the commune's overdue debt rate is 0.07%. In addition, the commune has mobilized savings deposits through the group of over 4 billion VND.

Preferential capital not only supports production but also promotes many civil works. Thanks to clean water and environmental sanitation loans, nearly 300 households in Da Bac have built standard toilets and water tanks, contributing to improving the quality of life and preventing epidemics.

From preferential loans, people of Da Bac commune invest in building clean water projects to improve the quality of life.

Comrade Nguyen Binh Nam - Director of the Transaction Office of the Social Policy Bank of Da Bac said: The transformation of Da Bac commune after the merger is not only a change in boundaries, but also a change in development thinking. Previously, many households had a mentality of waiting and relying on subsidies. But since receiving preferential loans, many people have proactively learned techniques and found suitable models themselves. Preferential capital programs have truly become a lifesaver for people in the highlands. Not only helping to escape poverty but also creating motivation for people to proactively develop production and strive for sustainability.

The reality in Da Bac commune shows that: If implemented correctly, practically and with the support of the government, preferential capital is not just money - but a development lever, a bridge to bring people from poverty to a stable and sustainable life.
