The Dong Hoi Railway Road and Overpass Project is a key traffic project, approved by the People's Committee of Quang Binh Province (old) - now the People's Committee of Quang Tri Province in Decision No. 4292/QD-UBND dated December 24, 2021 and adjusted in Decision No. 76/QD-UBND dated January 13, 2023.
The project was assigned to the Department of Transport (now the Department of Construction of Quang Tri ) as the investor. The project has a total investment of 160 billion VND, using medium-term public investment capital from the central budget for the period 2021 - 2025.

The project consists of two construction packages, the bridge part of package No. 13 with a price of 85.5 billion VND was won by the consortium of Tien Thanh Construction Company Limited (main consortium), Quang Binh General Construction Joint Stock Company II, and Construction Investment Company Limited 568 with a bid price of 85.4 billion VND; and the road part of package No. 14 with a price of 13.7 billion VND was won by Viet Tien Construction Company Limited with a bid price of 13.4 billion VND.
According to the Project Management Board, currently, the bridge construction package has completed 43% of the work volume, and the road construction package has reached 42%.
However, during the implementation process, the project is facing some difficulties in site clearance (GPMB), mainly related to land measurement and acquisition; compensation and support; resettlement arrangement, land compensation; as well as technical infrastructure relocation, which significantly affects the construction progress.
Specifically, up to now, out of a total of 84 cases affected by the project, only 10 cases have had their compensation and site clearance support plans approved and have all received compensation. Of these, 6 cases have been arranged for resettlement and land compensation; 4 cases have handed over the site; the remaining 5 cases are completing procedures for resettlement land allocation and compensation to hand over the site soon.
In addition, changes in the content of the 2024 Land Law have caused many difficulties in applying new regulations, especially in compensation for site clearance at the project.
At the inspection session, after listening to the report, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu requested departments, branches, units and localities to be proactive and closely coordinate within the scope of assigned functions and tasks to remove obstacles, speed up the progress of site clearance and project construction.

Regarding the difficulties in site clearance work due to changes in the content of the 2024 Land Law, Vice Chairman Phan Phong Phu requested relevant departments and branches to quickly synthesize and submit to the Provincial People's Committee for consideration and resolution of issues under their authority.
At the same time, the Department of Construction and the Land Fund Development Center were assigned to closely coordinate with Dong Hoi Ward and Dong Thuan Ward to conduct measurements and resolve issues arising in land acquisition and clearance. The Department of Finance was assigned to promptly advise on funding sources to arrange the remaining land acquisition and clearance for the project.
The Vice Chairman of the People's Committee of Quang Tri province also directed relevant departments, branches and units to resolutely implement solutions to disburse all public investment capital assigned by the Central Government in 2025.
For contractors, provincial leaders requested construction units to immediately mobilize necessary equipment and machinery, focus on constructing the bridge section, and complete it in 2025, because this package has completed site clearance work.
