
Research on comprehensive and fundamental measures to achieve sustainable replacement fertility
The draft Law on Population presented by Minister of Health Dao Hong Lan stated that the development of the draft Law aims to create a unified and synchronous legal basis to contribute to institutionalizing the Party's guidelines, policies and guidelines on population, overcoming limitations and shortcomings, and meeting the requirements of population development work in the new situation.
The draft Law consists of 8 chapters and 28 articles, with the expected scope of regulation including: maintaining replacement fertility; minimizing gender imbalance at birth; adapting to population aging and aging population; improving population quality; communication, mobilization, and education about population; and conditions to ensure implementation of population work.
Presenting the Verification Report, Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that the draft Law has institutionalized the Party's policies and guidelines on population work, in accordance with the Constitution, basically ensuring unity and synchronization in the legal system and compatibility with relevant international treaties.
Regarding maintaining the replacement fertility rate (Article 13), the Standing Committee proposed to study comprehensive, fundamental and comprehensive measures to achieve a sustainable replacement fertility rate; study regulations in the direction of financial support for women who give birth to two children, in which the group of women who give birth to two children before the age of 35 will receive a higher level of support; clarify the criteria for "localities with low fertility rates". The examining body also proposed to continue reviewing, amending and supplementing the Housing Law to ensure the feasibility of the regulations on giving priority to buying or renting social housing for a number of groups of subjects; supplementing regulations on the Government periodically announcing the fertility rate status so that local authorities can develop and implement appropriate support and incentive policies; in case the fertility rate of some localities drops to a very low level, the Government will report and propose to the National Assembly timely intervention measures.
Agreeing with the promulgation of the Law project, National Assembly Chairman Tran Thanh Man said that many countries in the world are facing the pressure of population aging. Therefore, the National Assembly Chairman suggested that it is necessary to concretize the Party's policy on population policy in the draft Law; build a mechanism to adapt to aging and allocate population reasonably to reduce urban overload, protect the environment, and take advantage of the golden population for growth in the coming time.
The National Assembly Chairman noted the need to improve population quality, digitalize education and digitalize healthcare. Once the Law is enacted, it is extremely important to strengthen propaganda and mobilization among the people, contributing to ensuring a reduction in gender imbalance.
Regarding regulations on policies and measures to maintain replacement fertility, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung suggested that it is necessary to continue research to have more comprehensive, fundamental and comprehensive solutions that provide long-term support, creating real conditions for people to feel secure in getting married and having two children, thereby achieving replacement fertility.
Raising awareness of disease prevention for the whole population

Commenting on the draft Law on Disease Prevention on the afternoon of October 8, the National Assembly Standing Committee proposed to continue perfecting regulations on prevention and control of infectious diseases; prevention and control of non-communicable diseases, mental health disorders and risk factors to ensure generality, consistency and understanding in implementation. It is especially important to emphasize that in the draft Law, disease prevention is the main focus; therefore, regulations related to education, raising awareness of disease prevention for the whole population and preventive measures, early detection and nutritional measures to support are very important solutions.
The National Assembly Standing Committee requested the drafting agency to conduct research to supplement regulations on nutrition in disease prevention, ensuring the application of nutritional principles in disease prevention according to the life cycle; evaluate and review the feasibility of funding sources to implement regulations on prevention and control of non-communicable diseases, mental health disorders and funding to apply nutrition in disease prevention...
Emphasizing that this is an important Law project, "prevention is better than cure", National Assembly Chairman Tran Thanh Man suggested a thorough review, closely following Resolution 72-NQ/TW of the Politburo on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health; in which it is clearly stated that the protection, care and improvement of people's health is the goal, the driving force, the top political task, holding a priority position in development strategies and policies, and is the responsibility of the entire political system, of the whole society and of all people.
Noting that all people must have knowledge and understanding of disease prevention and treatment at home, the National Assembly Chairman said that many contents of the Resolution need to be fully institutionalized in the draft Law; aiming at the goal of building a healthy Vietnam, where all people receive health care, live long, live well, live healthily and improve their physical fitness.
