Building Hanoi into a model for people's diplomacy nationwide

On the morning of October 9, the Hanoi Union of Friendship Organizations (Hanoi Union) held a conference to disseminate and implement Directive 45 of the Hanoi Party Committee Standing Committee on strengthening people-to-people diplomacy in the capital until 2030, with a vision to 2045.

More than 100 delegates, including members of the Standing Committee, Executive Committee of the Hanoi Union, friendship associations and member organizations, the Foreign Affairs Advisory Council of the Capital People, and a number of communes and wards, participated in the event.

At the Conference, Associate Professor, Dr. Nguyen Viet Thao, Member of the Standing Committee of the Presidium of the Vietnam Union of Friendship Organizations, former Deputy Director of the Ho Chi Minh National Academy of Politics, introduced the content of Directive 45.

Issued on August 8, 20205, Directive No. 45 of the Standing Committee of the Hanoi Party Committee identifies five basic and urgent tasks, aiming to elevate the capital's people's diplomacy to represent the people's diplomacy of the whole country.

“This pioneering step is an important condition to elevate the people's diplomacy of the capital to be representative of the whole country,” said Associate Professor Dr. Nguyen Viet Thao.

The directive clearly states that in addition to continuing to develop programs in the fields of politics, culture, and society, it is necessary to promote people-to-people diplomacy activities in science and technology, innovation, and digital transformation. In particular, the capital has a complete advantage to strengthen this spearhead, as it is a place that gathers a large number of leading scientists, has relationships with a rich network of academic, technical, and technological institutions around the world.

At the same time, it also affirmed the importance of diversifying models and forms of implementing people-to-people diplomacy activities in the capital as well as ensuring the necessary conditions, resources and mechanisms to implement activities to meet task requirements in the new situation.

Emphasizing that Hanoi is the first locality in the country to issue a Directive of the City Party Committee on people's foreign affairs since the Secretariat issued Directive No. 12 on strengthening the Party's leadership and improving the effectiveness of people's foreign affairs in the new situation, Chairman of the Hanoi Union of Friendship Organizations Nguyen Ngoc Ky commented that the capital's people's foreign affairs activities have been and are receiving great attention and close supervision from the City Party Committee, People's Council, People's Committee, departments and branches of the city and leaders at all levels.

On that basis, the Chairman of the Hanoi Union requested the staff working in people's foreign affairs from the city to the grassroots to thoroughly grasp the content of Directive 45; widely propagate to members and all classes of people in the capital, creating profound changes in the role, consolidating awareness, position and importance of people's foreign affairs.

Comrade Nguyen Ngoc Ky also requested that friendship associations and member organizations better promote the motto of "proactive, flexible, creative, effective", orienting activities towards the grassroots, diversifying activities, while strengthening and creating increasingly rich and deep diplomatic connections, consolidating Hanoi's people's diplomacy, strongly contributing to modern diplomacy and the goal of developing the capital sustainably.
