Accordingly, the President conferred the second-class ambassador title on Deputy Minister of Foreign Affairs Nguyen Manh Cuong; and the first-class ambassador title on Ms. Pham Thi Kim Hoa, Deputy Head of the State Committee for Overseas Vietnamese; Mr. Nguyen Quang Trung, Consul General of Vietnam in Vancouver, Canada; Mr. Pham Hoang Kim, Ambassador of Vietnam in Mozambique; and Mr. Do Son Hai, Ambassador of Vietnam in Turkey.

The President appointed Vietnamese Ambassadors to Portugal and Ireland.

On behalf of the Party and State leaders, President Luong Cuong congratulated the officials who were awarded titles and appointed, emphasizing that this was a recognition and appreciation of the officials' work and training, as well as the trust of the Party, State and the diplomatic sector.

The President mentioned the great achievements of historical significance. Vietnam, from a country that had just emerged from war, a poor and backward country, under embargo, has now achieved a very high foundation, potential, position and international prestige. The results achieved are the efforts of the entire Party, the entire people, the entire army, including the important contribution of the diplomatic sector.

In the context of the world situation still evolving in a complex and unpredictable manner, with many favorable opportunities but also many difficulties and challenges, the President affirmed that Vietnam is steadfastly moving towards the two 100-year goals. To achieve that, the Central Executive Committee, the Politburo , and the Secretariat have made important decisions that have been supported by the entire Party, people, and army.

With its "important and regular" role, the Diplomatic sector has an important task of contributing to maintaining a peaceful and stable environment for national development in the new period, thereby bringing the country into an era of prosperous development.

The President requested that newly appointed and promoted officials continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws, especially Resolution No. 59 of the Politburo on international integration in the new situation.

The diplomatic sector needs to do a good job of researching, advising, and forecasting strategies early and from afar, and promptly propose to the Party and State major and important decisions and policies for the relationship between Vietnam and its partners.

The President asked officials to give due priority to promoting, seeking and connecting cooperation in the fields of economics, trade, investment, science, technology, education, training and health.

The President emphasized that diplomacy must be messengers spreading the image of an independent, self-reliant, peaceful, friendly, and developed Vietnam.

Ambassadors must do a good job of protecting citizens and Vietnamese people abroad, being a reliable support for the community of nearly 6 million Vietnamese people abroad; promoting the human, intellectual and financial resources of overseas Vietnamese for national development.

Ambassadors need to take the lead, set an example, be responsible, and pay attention to strengthening internal solidarity in both domestic agencies and units as well as representative agencies abroad; do a good job of party work and internal political protection work, and focus on training and developing staff in agencies, units, and representative agencies.
