With a serious, receptive and open-minded spirit, cadres, party members and people of all ethnic groups in Quang Ninh province showed their consensus and high determination to successfully carry out the assigned tasks, especially the arrangement and completion of the apparatus of the streamlined political system, operating effectively and efficiently. Extensive political and ideological activities
The conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee was held right after the closing of the Party Central Committee Conference and the 8th Session of the 15th National Assembly. Along with cadres and party members nationwide, more than 15,400 cadres and party members in Quang Ninh province seriously attended the dissemination conference at 195 online locations. At the dissemination conference, cadres and party members listened to Party and State leaders convey and disseminate many important contents of the country. High determination to streamline the apparatus
On October 25, 2017, the 12th Party Central Committee issued Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". After 7 years of implementation, with the great efforts and determination of the Central Committee, Party committees and organizations at all levels, especially the leaders, the organization and implementation of the Resolution have achieved a number of important results, initially creating positive changes in innovation, reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies, units and organizations in the political system.
However, the arrangement of the apparatus is still not synchronous, lacking in comprehensiveness, not associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. The apparatus of the political system is still cumbersome, with many levels and focal points; the functions, tasks, powers, and working relationships of many agencies, units and organizations are unclear, still duplicated and overlapping; decentralization and delegation of power to localities are not strong, synchronous, unreasonable, and do not meet the requirements and tasks of the new period...
Faced with the requirements and tasks of the new development period, the Politburo has reached a high consensus with strong political determination to implement the policy of early and comprehensive summary of Resolution 18-NQ/TW in the entire political system with the desire to create the will and determination of the entire political system as well as the consensus of all classes of people to rearrange the apparatus to meet the requirements when our country prepares to enter a new era - the era of national development.
To do this, in his speech at the conference, General Secretary To Lam requested to create a very high level of unity in awareness, action, and political determination throughout the Party and the entire political system on summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee and the orientation to arrange and perfect the apparatus of the streamlined political system, operating effectively and efficiently. Party committees and organizations at all levels, especially the leaders, must determine high political determination, make great efforts, be exemplary, proactive, resolute, and strong in leading, directing, organizing, and implementing tasks in the spirit of "running while lining up", "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level". Along with summarizing Resolution No. 18-NQ/TW and proposing a new organizational model, it is necessary to focus on implementing solutions to remove bottlenecks and bottlenecks in development institutions, which is the key for the country to enter an era of development.
Thoroughly grasping the direction of the Central Committee, Quang Ninh province has clearly recognized its responsibility with the highest political determination, clearly defining the responsibility of Party committees, Party organizations, and leaders at all levels in the implementation. The Provincial Party Committee Standing Committee has established a Steering Committee and issued a plan to implement the conclusion of the Party Central Committee on the implementation of the summary of Resolution 18.

Or the streamlining of staff associated with innovation and improvement of the quality of civil servants over the past many years has been seriously implemented by the province and achieved and exceeded the targets set out in the plan. Quang Ninh province is assessed by the Central Government as a model province leading the way in implementing Resolution 39-NQ/TW of the Politburo on streamlining staff and restructuring the contingent of civil servants and public employees.
According to the Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, the review of Resolution 18 in the province will be carried out urgently, closely, ensuring objectivity, science and openness. It sets out very specific requirements for agencies and departments - the subjects of the arrangement. At the same time, it proposes solutions to overcome shortcomings in the operation process to overlap functions and tasks, scientifically and reasonably assign tasks, promote decentralization; innovate the Party's working methods associated with enhancing the responsibility of the leader.
The streamlining of the organizational apparatus according to the direction of the Central Committee and the plan of the Provincial Party Committee is a task that requires great political determination and effort from Party committees and organizations at all levels as well as the responsibility of each cadre and Party member in the political system. In the implementation process, Party committees, organizations, agencies and units must closely follow the plan of the Provincial Party Committee and implement it as soon as possible.
Comrade Pham Thuy Duong, Principal of Nguyen Van Cu Cadre Training School, said: As a unit assigned by the province to train and foster cadres, in the coming time, Nguyen Van Cu Cadre Training School will direct the team of cadres and lecturers to bring the content of the Central's directive spirit as well as the province's directives to the team of cadres and party members through the learning content at the school. The goal is for cadres and party members currently studying at the school to accompany the province in implementing the Central's policies. At the same time, it is also a way for the team of party members and management staff of the school to contribute to the overall achievements and results in summarizing Resolution 18 and implementing the Central's and the province's directives.
Building a streamlined, effective and efficient political system is an extremely complex, important and urgent political task, requiring solidarity, consensus, determination, perseverance and high determination within the Party, the political system and society.
