On September 26, the 16th Quang Ninh Provincial Party Congress, term 2025-2030, opened. Attending were 366 official delegates, representing the intelligence, will, belief and aspirations of more than 103,000 Party members in the entire Party Committee and more than 1.4 million people of all ethnic groups in Quang Ninh province.
Speaking at the Congress, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang highly appreciated and commended the achievements of the Party Committee and people of Quang Ninh province in the 2025-2030 term.
Comrade Nguyen Xuan Thang suggested that Quang Ninh province continue to promote the building and rectification of the Party and political system to be clean and strong in all aspects of politics, ideology, ethics, organization and staff; perfecting a streamlined, effective and efficient apparatus according to the 2-level local government model.
The locality innovates its thinking and development vision, establishes a new growth model of the province associated with promoting economic restructuring, taking science and technology, innovation, digital transformation, and green transformation as the main driving force; develops modern processing and manufacturing industry, renewable energy, marine economy, and ecological agriculture.
The province promotes the realization of the goal of transforming from “brown” to “green.” Turning Quang Ninh into an international tourism center with Ha Long-Yen Tu-Van Don. The locality develops culture and people, builds a culture rich in identity, preserves and promotes heritage values, develops heritage economy and cultural industries.
Quang Ninh Provincial Party Secretary Vu Dai Thang emphasized that the Congress is a particularly important political event, continuing the heroic tradition of "Discipline and Unity", affirming the mettle, intelligence and aspiration to rise of Quang Ninh - a mining land rich in revolutionary traditions, an international gateway, a particularly important strategic area, and a fence of the Fatherland.
Entering the 2025-2030 term, in the new context and role as a growth pole of the Northern region, Quang Ninh province clearly identifies its political determination to be one of the leading localities in realizing the aspiration to develop the country in the new era of development, the era of national growth, and the goal of Vietnam's economic growth reaching double digits in the coming decades.
Quang Ninh determined to continue to firmly grasp the motto: Socio-economic development and environmental protection are the center; Party building is the key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration are essential and regular.
At the same time, the province promotes political determination to promote the cause of construction, protection and development with the direction and goal: building Quang Ninh rich, civilized, modern, happy, becoming a centrally-run city before 2030, becoming a large urban area of regional and international stature by 2045, being one of the important economic locomotives of the country, confident, steadfast, moving forward strongly in the new era of development.
The province is determined to become one of the pioneering localities in applying and developing science and technology, innovation, digital transformation, and promoting the private economy.
To realize strategic goals, Quang Ninh will focus on promoting the implementation of 3 strategic breakthroughs according to the Central Government's orientation. Specifically: Continue to perfect the synchronous, modern, multi-modal infrastructure system, especially the infrastructure of economic zones, industrial parks, industrial clusters, seaports; promote the development of high-quality human resources associated with increasing the size and quality of the population; promote administrative reform, create breakthroughs in improving the favorable, open, transparent, stable investment and business environment, build an honest, creative, active government, serving the people and businesses...
In the 2020-2025 term, the Quang Ninh Provincial Party Committee has promoted the tradition of solidarity, unity of will and action, the spirit of self-reliance, cultural values, human strength, focused on leadership, direction, mobilized the combined strength of the entire political system, persevered, made efforts, and determined to overcome difficulties and challenges; maintained political-economic-social stability, maintained solidarity, unity of will and action. The average 5-year growth rate is estimated at 10.4%/year, 1.7 times higher than the national average.
In particular, in 2025, the province is determined to make efforts to synchronously and effectively implement all tasks and solutions to complete the economic growth target of over 14% in 2025.
In the first six months of 2025, economic growth increased by 11.03%, ranking third in the country, the highest compared to the same period of the years since the beginning of the 15th Congress term. The economic scale in this period increased rapidly, estimated to reach 395,000 billion VND in 2025, 1.9 times higher than in 2020.
The work of building and rectifying the Party and the political system has been promoted comprehensively, synchronously, and drastically in terms of politics, ideology, ethics, organization, and personnel. The organization of the political system has been arranged in the direction of "streamlining-strength-efficiency-effectiveness-efficiency," meeting the model of a two-level local government operating smoothly and effectively, without leaving any vacancies in tasks.
In the opening session, the Congress elected the Executive Committee of the Quang Ninh Provincial Party Committee for the 16th term, 2025-2030, with 55 members./.
