On May 27, a clip appeared on social media recording what was said to be a "kickback" negotiation of a percentage of the project between a Vice Chairman of the People's Committee of Phu Tan District ( Ca Mau ) and a contractor.

A clip has appeared of a district vice chairman allegedly bargaining for kickbacks with a contractor.

Accordingly, a Facebook account named Hai Nguyen posted a clip with the content "The rules of the game of the vice chairman of Phu Tan district...". The content of the clip shows a phone conversation between a man named S. and a person believed to be a contractor .

Facebook account Hai Nguyen posted a clip with the content "Rules of the game of Vice Chairman of Phu Tan district..."

At the beginning of the clip, a southern male voice, believed to be a person named S., Vice Chairman of the People's Committee of Phu Tan District, said: "...The Cultural and Sports Center of Phu Tan Commune... is now... being researched to hand over to you, but the part you left seems to be a bit weaker than the other units." A central male voice, believed to be the contractor, continued: "I don't know about the other side, but I've always had 20." A southern male voice said: "The other side left 30, I'll carry T.D." The voice believed to be the contractor complained: "30 is too heavy... Because the budget can't be extended to me, it's too tight..."

The person believed to be Mr. S. continued: ".... so how can you do that to other people... The budget is the same for everything. For example, Mr. T.D's side also made it that way. But if it's like that on the other side, and you're like that on your side, how can you talk to your colleagues in the council?"

The contractor continued to complain: "Honestly, S. is too high... about 25 is still good." The voice of the person believed to be named S. concluded: "Now we have to live by the rules, if we don't follow others, how can we do it? There's no good research."

The clip's content also shows that the contractor also asked Mr. S. to help with the "Cai Doi Vam bridge estimate", then the person believed to be Mr. S. replied "I'm so busy today, I sat all afternoon until 5 o'clock to process three compensation plans".

On the afternoon of May 28, talking to Thanh Nien reporter about the content of the clip, Mr. NVS, Vice Chairman of Phu Tan District People's Committee, said: "I saw it this morning. But the information posted online is so ridiculous. In general, those are fake news posted to discredit people."

When the reporter asked if the voice of the person bargaining in the clip was Mr. S.'s and if he recognized his voice, Mr. S. replied: "In general, I cannot confirm that. I don't care what people say, when it comes to me specifically, I will do it. Because I cannot confirm the voice, it has to be assessed by the legal authorities."

In response to the reporter's question, whether he had previously discussed with anyone about the content as shown in the clip, Mr. S. said "he doesn't care".

Mr. S. also said that he did not ask the authorities to verify or handle the account that discredited him. "In general, I do not care about the content, but of course it is unreasonable for it to post my image on social networks," Mr. S. added.

On May 28, Mr. Le Van Ngoi, Chief of Office of the People's Committee and Spokesperson of the People's Committee of Ca Mau province, said: "The People's Committee of the province has directed the Department of Information and Communications to coordinate with the People's Committee of Phu Tan district to verify and clarify the content posted by the Facebook account Thanh Hai and report to the People's Committee of the province."
