On the afternoon of September 16, at Ward 1 Bao Loc, comrade Nguyen Hong Hai, member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee, had a working session with the leaders of Ward 1 Bao Loc, Ward 2 Bao Loc and B'Lao Ward People's Committees to listen to reports on the progress of site clearance for the Bao Loc - Lien Khuong and Tan Phu - Bao Loc expressway projects.

Attending the meeting were representatives of leaders of provincial departments, branches and sectors; representatives of leaders of Construction Investment Project Management Board No. 1 and Land Fund Development Center of Lam Dong province.

According to the report, the Tan Phu - Bao Loc Expressway Construction Investment Project passes through the communes of Da Huoai, Da Huoai 2, Da Teh 2, Ward 2 Bao Loc and Ward 1 Bao Loc (Lam Dong).
According to statistics, the land acquisition and site clearance work to implement the Project will affect nearly 4 hectares of residential land; about 231 hectares of agricultural land; 133 hectares of forest land; over 14 hectares of traffic land, rivers, unused land and nearly 17 hectares of land of 8 organizations, nearly 1,250 households will be affected. Of which, nearly 200 households will be resettled.

For the Bao Loc - Lien Khuong Expressway Construction Investment Project passing through Ward 1 Bao Loc, there are 32 hectares of agricultural land for perennial crops and 4.6 hectares of other land of 171 households and 1 organization affected by the project.

At the Conference, the leaders of the Management Board of Construction Investment Project No. 1, relevant units and localities where the expressway passes through reported on the progress of implementing tasks and works related to the project. In particular, they emphasized the advantages and difficulties related to land acquisition and clearance; land surveying, cadastral mapping, land valuation progress, land acquisition, compensation, support and resettlement tasks, organizing people's meetings, and issuing land acquisition notices.

According to the report of the leader of Ward 1 Bao Loc, the whole locality has more than 350 households subject to compensation for land, houses, crops, structures and attached assets to carry out land acquisition work to serve the Tan Phu - Bao Loc and Bao Loc - Lien Khuong Expressway Projects.
According to statistics, there are currently 61 households with residential land that are eligible for resettlement after the land is recovered to implement the Project. Up to now, for the Bao Loc - Lien Khuong Expressway Project, Ward 1 Bao Loc has completed the land price appraisal to notify the people subject to land recovery for site clearance work. At the same time, it is coordinating with relevant units to appraise and complete the land price for the Bao Loc - Lien Khuong Expressway Project.

As for Ward 2 Bao Loc, this is the locality where the Tan Phu - Bao Loc Expressway Project passes through with an area of residential land impact of 1.72 ha, agricultural land of 93.86 ha of 594 affected households. Along with that, there is also national defense land of 23.3 ha, forest land of 6.95 ha, other land of 2.05 ha, there are 4 organizations and businesses affected with 11.57 ha.

Up to now, Ward 2 Bao Loc has received the land acquisition milestones in the field according to the Project route. Regarding land valuation, the locality is assigning the Economic - Infrastructure and Urban Department to develop estimates and select a consulting unit to approve land prices. Among the households subject to land acquisition, there are 81 households eligible for resettlement. Of which, 30 households from the old Loc Tan commune are arranged for resettlement in Bao Lam 1 commune.

Regarding the task of building a resettlement residential area to serve the project, according to the report of the leader of B'Lao ward, it is planned in the land planned for the construction of Loc Son 1 Primary School (B'Lao ward). This land has an area of 30,214m2; of which, 8,146m2 of residential land is divided into 3 areas, with 78 lots.
This resettlement residential area project has a total investment of about 15,085 billion VND from the Lam Dong provincial budget. Currently, the project has been planned to implement the site clearance work. The B'Lao ward People's Committee has also organized a public posting to collect opinions on the draft compensation and resettlement support plan for the project.

At the working session, representatives of the leaders of the Construction Investment Project Management Board No. 1, the Provincial Land Fund Center, and leaders of the provincial departments and branches also made contributions and suggestions to help localities effectively carry out tasks related to land acquisition, compensation, and resettlement for the implementation of expressway projects.

Concluding the working session, Mr. Nguyen Hong Hai, Vice Chairman of Lam Dong Provincial People's Committee, acknowledged and highly appreciated the efforts of the units and localities through which the two expressways pass.

Comrade Nguyen Hong Hai emphasized that in reality, due to the heavy traffic volume, National Highway 20 is overloaded, posing a high risk of traffic insecurity and affecting the overall socio-economic development of the province. Therefore, it requires the role and responsibility of each locality, the Management Board of Construction Investment Project No. 1 and departments and branches to coordinate early to hand over the site to investors to implement the two expressway projects.

In order for expressway projects to be implemented on schedule, land acquisition and resettlement work is the most important task. In the process of land acquisition and resettlement, it is inevitable that there will be complications. Therefore, it requires localities and related departments and agencies to coordinate to overcome difficulties for effective implementation. Successful land acquisition and resettlement will certainly ensure the project is implemented successfully and on schedule. Along with land acquisition and resettlement, resettlement work is also a key task, which needs to be implemented closely, transparently and publicly to create high consensus among the people.

Along with that, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai also assigned localities, departments, branches and relevant units to coordinate and effectively implement assigned tasks and works related to the two expressway projects Bao Loc - Lien Khuong and Tan Phu - Bao Loc.
