Accordingly, from October 10th until now, vehicle inspection facilities in the area have continuously received calls from vehicle owners asking about "re-issuing inspection stamps due to province merger". Vehicle owners said that they received calls or text messages from phone numbers and zalo accounts claiming to be employees of the Motor Vehicle Inspection Center informing them that the old certificates and inspection stamps "are no longer valid after the province merger", requiring people to register for a new one.

The subjects then ask for citizen identification, address, and bank account number for "verification", then continue to send QR codes or fake links to the vehicle inspection website, asking people to scan the code or transfer money to "issue online exchange". These codes and links are sophisticatedly designed, with fake logos and images of the vehicle inspection agency, with the aim of stealing account information and appropriating property.
Khanh Hoa Motor Vehicle Inspection Center affirmed that the issued certificates and inspection stamps are still valid until the expiration date stated on the paper, and there is no policy to issue new ones due to the merger of provinces. The above-mentioned counterfeiting not only causes confusion for vehicle owners but also spreads false information about State regulations for the purpose of profiteering. Khanh Hoa Motor Vehicle Inspection Center has reported the incident to the competent authority and asked people to be vigilant, not to provide personal information, not to transfer money or scan QR codes from unauthenticated sources to avoid being scammed.
