Another task in the coming time is for units to complete the 2025 enrollment work in accordance with regulations, strictly control risks and promptly handle arising issues, implement a full and timely reporting regime according to regulations, in accordance with the regulations of the Ministry of Education and Training and of the training institution.
The Ministry said it will announce revised and supplemented admission regulations to thoroughly address the lack of fairness and reliability in admission methods and criteria, ensuring consistency with the 2018 General Education Program.
At the same time, the new regulations have a positive impact on teaching and learning activities in general education applied for 2026.
The Ministry also issued a new policy on regional priority for candidates in the context of merging provinces.
The Ministry of Education and Training proposed to eliminate the consideration of academic records and reduce the number of applications for admission.

The consultation was conducted at more than 500 universities and colleges nationwide, effective from 2026.
In which, the Ministry of Education and Training asked for opinions from school representatives on whether to remove or keep admission based on academic records.
Regarding the number of admission applications, the Ministry of Education and Training offers options: There should be a maximum of 5 applications, 10 applications, or no limit on applications.
Commenting on last year's enrollment, the Ministry of Education and Training said that in the first phase, the general enrollment support system operated stably, overcoming many shortcomings of previous years.
The number of candidates registered for the exam reached 852,000 with 7.6 million wishes for more than 4,000 majors and training programs of more than 500 universities and colleges nationwide.
The problems of organizing early admission and dividing the quota between admission methods and combinations have been overcome.
In the 74 majors with a standard score according to the high school graduation exam score of 28/30 or higher, there are 50 pedagogical majors and 17 key technical majors and strategic technologies (computer science , artificial intelligence, semiconductor microchips, control and automation...).

However, there are still limitations in enrollment, such as some training institutions still making mistakes and processing them slowly, causing anxiety and frustration for candidates and their families. In the general enrollment period of 2025, 14 out of more than 500 enrollment centers of educational institutions made 46 mistakes that significantly affected the candidates' admission results.
The main reason is due to the subjective mentality of some higher education institutions and technical staff of the school making mistakes in the input data of candidates; not fully understanding and properly implementing the Admission Regulations, leading to mistakes in announcing and establishing the conditions and criteria for admission (combination of subjects for admission, input threshold, additional criteria...).
Many training institutions apply admission methods and admission combinations for the same major but do not ensure the ability to evaluate learners' abilities equally.
This comes from the use of many methods that do not evaluate the same group of equivalent learners' competencies, so training institutions have difficulty in coming up with rules for converting equivalent admission scores, and there is confusion in the implementation of some universities.
Some training institutions abuse the form of bonus points and priority points, leading to some majors having unreasonably high standard scores.
