31 wharves in the Bac Hung Hai system are outside the planning.

According to Bac Hung Hai Irrigation Works Exploitation Company Limited, there are 50 construction material yards in the canal system in Hai Duong . Of these, 19 are planned and 31 are spontaneous and not included in the plan.

The wharves not included in the planning are in the districts of Binh Giang (10 wharves), Ninh Giang (8 wharves), Thanh Mien (6 wharves), Tu Ky (4 wharves), Gia Loc (2 wharves), Cam Giang (1 wharves). These wharves are mainly located on the canals of Dinh Dao, Kim Son, and Cuu An. Some wharves have temporarily stopped operating.

These wharves were built spontaneously, encroaching on the canal bed, obstructing the flow and affecting the safety of hydraulic works.
