At 10:00 a.m. today (August 5), Hoa Binh Hydropower Company opened the third bottom spillway. Previously, at 7:00 a.m. the same day, the upstream water level of Hoa Binh Lake was at 106.72 m, while the flow to the lake was 9,502 m 3 /s, the discharge flow was only at 5,345 m 3 /s.
Early this afternoon (August 5), the Ministry of Agriculture and Rural Development continued to send a telegram requesting Thac Ba Hydropower Joint Stock Company to open another spillway gate at 2:00 p.m. This is the third spillway gate operated according to the inter-reservoir process in Decision No. 740/QD-TTg of the Prime Minister.
So far, all four major hydroelectric reservoirs on the Red River system are operating to discharge floodwater. Specifically, Son La reservoir is opening three bottom spillway gates; Hoa Binh reservoir is also opening three bottom spillway gates; Tuyen Quang reservoir is opening three bottom spillway gates; Thac Ba reservoir will open three spillway gates (after 2:00 p.m. this afternoon).
To ensure safety for constructions and riverside activities, on the afternoon of August 5, the Ministry of Agriculture and Rural Development also sent an official dispatch requesting the People's Committees of provinces and cities in the Red River basin (including the capital Hanoi) to focus on implementing response measures when reservoirs discharge floodwaters.
Accordingly, localities urgently organize to immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers about flood discharge information from hydroelectric reservoirs to proactively take preventive measures to ensure safety of people and property.
Local authorities have directed relevant agencies and units to coordinate with reservoir owners to find solutions to ensure safety for curious people who come near the flood discharge viewing area. At the same time, promptly report and propose solutions to handle unusual situations that may occur during the flood discharge process.
