Cao Bang improves and enhances the quality of human resources

Large area, small and scattered school network; uneven quality of teaching staff, differences between regions, lack of teachers in some subjects; lack of facilities for teaching, learning and living are the reasons why the quality of education in Cao Bang province is still limited.

According to the representative of the Department of Education and Training of Cao Bang province, in recent years, along with the attention and investment in education development, the efforts of generations of cadres, teachers and the interest of the whole society in the cause of "growing people", the quality of student training has been gradually improved and enhanced. In the period of 2020-2025, students at all levels completed the program and were assessed at over 98%; the average high school graduation rate reached over 96%/year. In the 2023-2024 and 2024-2025 school years, Cao Bang students won 102 national excellent student awards. STEM education (Science, Technology, Engineering and Mathematics), Robotics (the field of research, development and application of robotic automation systems) were promoted and achieved high results in national and international competitions.

However, in general, Cao Bang education still has "depressed" areas, limited in training quality. In the 2025-2026 school year, the locality has 514 schools, of which 759 separate schools are still maintained, mainly at preschool and primary levels. Compared to 2020, the local education sector has reduced 50 schools and more than 200 separate schools, but the school network is still scattered and small due to the large area, making it difficult to arrange teachers and invest in facilities. Many schools lack teachers, especially in English, information technology, and art; lack subject classrooms and equipment rooms; facilities for boarding students have not been met. These are the reasons why the quality of education in the province is still limited.

Comrade Nguyen Ngoc Thu, Director of the Department of Education and Training of Cao Bang province, said that in order to fundamentally overcome the shortcomings and limit the impact on the quality of education, the local education sector has developed a project to improve the quality of general education in the province for the period 2025-2030 and a plan to implement the Education Development Strategy to 2030, with a vision to 2045. The project's content focuses on planning and rearranging the school network reasonably; continuing to train, foster, recruit, improve and enhance the quality of the teaching staff, especially teachers in remote and isolated areas; investing in building facilities, ensuring teaching, learning and living conditions for teachers and students.

The Resolution of the 20th Cao Bang Provincial Party Congress has set a target of reducing the number of separate schools by at least 40% by 2030; ensuring that more than 80% of communes have semi-boarding or boarding schools; and 100% of border communes have inter-level boarding schools. To implement the resolution, in phase 1, Cao Bang province will invest in building 11 inter-level boarding schools; in phase 2, it will continue to build 10 schools. Realizing the educational development goal in the Resolution of the Provincial Party Congress will contribute significantly to fundamentally solving the shortcomings in improving the quality of education.

Recently, the local education sector has promoted digital transformation and international cooperation; prioritized investment in information technology infrastructure and high-speed internet to educational institutions; replicated the smart classroom model, and enhanced online and face-to-face teaching. Up to now, many schools in the province have invested in and equipped online classrooms, connected and exchanged teaching experiences with schools outside the province, serving innovation and improving the quality of teaching and learning.

In addition to the State's preferential policies and support for students, from the 2023-2024 school year, the Cao Bang education sector launched the movement "Each cadre, party member, teacher, and employee receives support for a student in difficult circumstances in the school". To date, more than 1,500 disadvantaged students have received gifts and support for school supplies and books with a total amount of more than 1.4 billion VND. This timely support has practically encouraged and motivated students to go to school to study and practice with peace of mind.

With specific programs, plans, goals and investment resources for education, Cao Bang province is striving to improve training quality, overcome "bottlenecks" in human resources, serve the requirements of socio-economic development, and ensure national defense and security of the locality on the new development path.
