Old Street, Hien Giang Street - Cau Ngam area were the first two streets to be flooded due to prolonged heavy rain in Thuc Phan ward. At around 10pm on the night of September 29, the water level rose to the edge of the Ngam bridge. 30 minutes later, the water overflowed the bridge, causing flooding. The flood caused the residential areas of Hop Giang 1, 2, 3 residential groups and Song Hien 12 residential group of the ward to be submerged in water.
Comrade Nong Van Nghi, Commander of the Thuc Phan Ward Military Command, said: On the night of September 29, the Ward Military Command mobilized machines and vehicles to clean up garbage dumped on the surface of the Hien River, avoiding congestion that would cause the water level to rise even higher. At the same time, more than 70 officers and soldiers, and grassroots security forces were mobilized to be present at all flooded areas to support people, bringing people in dangerous areas to safety. Then, together with the people, they evacuated their property. Realizing that the water level on the rivers in the ward continued to rise, we also directed officers and soldiers and inter-sectoral forces to coordinate closely, continuing to help people overcome the consequences of storms and floods in the following days. Establish a schedule, assign forces to be on duty 24/24h, not allowing people to pass through dangerous and deeply flooded areas.
According to records, in Hop Giang 3 residential group, Thuc Phan ward, water flooded into the houses of some households and businesses in low-lying areas. Ms. Ha Thi Mai, owner of a restaurant along the Hien River, said: Despite the rain, the restaurant still had customers coming to the restaurant today. At about 10:30 p.m. on September 29, the river water rose and overflowed the road and flooded the restaurant. Due to the lack of staff, I could not manage and move the furniture in time. Fortunately, immediately after that, the ward leaders and functional forces came to support and move the furniture. Thanks to that, the store did not suffer any damage to property or people. I am extremely grateful and thank the forces very much.
Along with the military force, the Mobile Police force, the Provincial Police also mobilized 100% of its troops, promptly present and ready to participate in rescue operations in flooded residential areas, helping people move their belongings and assets to safety. Comrade Ha Van Huong, Deputy Captain of the Mobile Police Team, Mobile Police Department, Provincial Police shared: Because they had done a step ahead in forecasting, grasping the situation and preparing for response, as soon as the natural disaster occurred, the Mobile Police force mobilized the first phase of about 50 officers and soldiers on duty to rescue, support and help people 24/24h. Coordinated with the Ward's Disaster Prevention and Control and Search and Rescue Command Committee and other functional forces to mobilize all forces to overcome the consequences with the motto "4 on-site": on-site command; on-site forces; on-site means and materials; on-site logistics and "3 ready": ready to proactively prevent; ready to respond promptly; ready to fix urgently and effectively.
Due to the influence of storm No. 10, the province has had moderate to heavy rain, and in some places very heavy rain in some localities since September 28. According to the forecast of the Provincial Center for Hydrometeorology, from the evening of September 29 to September 30, there will be a flood on the rivers in the province, with a flood amplitude of 1 - 3m. During this flood, the flood peak on the Gam River is likely to reach alert level 1, alert level 2, and on the Bang Giang River to alert level 1.
To ensure the safety of people's lives and minimize property damage, the Chairman of the Provincial People's Committee issued Official Dispatch No. 24 dated September 29, 2025, requesting departments, branches, agencies, units, and members of the Civil Defense Command of communes and wards to proactively organize the evacuation of people from unsafe houses and areas at risk of deep flooding, landslides, and flash floods; and put up warning signs of natural disasters. Prepare rescue forces, vehicles, equipment, and necessities to proactively respond to all natural disaster situations.
Organize forces to guard, control, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas and locations where landslides have occurred and are at high risk of continuing; resolutely not allow people and vehicles to pass through if safety is not ensured; do not allow unfortunate human losses due to subjectivity and carelessness; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes. Deploy a permanent disaster prevention and control force and be ready to carry out rescue work to ensure timely and quick overcoming of consequences of natural disasters caused by floods from the first hour. Organize close monitoring of flood developments, promptly provide warning information to authorities at all levels and people to proactively prevent.
