Due to the influence of storm No. 11, from the night of October 6 to the morning of October 7, heavy rain continuously fell in Hoa An commune, causing flooding and landslides in many low-lying areas.

As soon as information about storm No. 11 was received, the Hoa An Commune Civil Defense Command proactively held an emergency meeting, deployed response measures, assigned specific tasks to each member, and activated the "4 on-site" plan and 24/7 on-duty teams at high-risk areas such as hamlets: Ma Quan, Ban Don, hamlets 6 Be Trieu, Thai Cuong and Na Teng, Thanh Hung. The working teams regularly inspected the area, supported the evacuation of people and property, and mobilized people to proactively avoid and evacuate from areas at risk of landslides and deep flooding, in order to minimize damage to people and property.
On the morning of October 7, leaders of Hoa An commune directly went to the scene to inspect the situation, grasp the situation and promptly direct the response work, and provide initial support to the people. Currently, the above hamlets have been partially isolated.
Households in flooded areas have been mobilized to temporarily move to the headquarters of agencies, schools and the village cultural house to ensure safety. The commune government, in coordination with the police, militia and organizations, continues to be on duty, closely monitoring weather developments, checking vulnerable areas, and preparing forces, vehicles and supplies for rescue when necessary.
Currently, Hoa An commune continues to strengthen propaganda, advising people not to be subjective, not to go through streams, culverts, and overflow bridges when there is heavy rain, proactively protect people and property; at the same time, build long-term plans to ensure safety and minimize damage caused by natural disasters.
