Under Cairo's proposal, the Israel Defense Forces (IDF) will suspend all military and intelligence operations in the Gaza Strip for two weeks in exchange for the release of 40 hostages.

The Egyptian-proposed deal is a “three-phase” plan to end fighting in Gaza that also includes the release of 120 Palestinian prisoners from Israeli jails.

The second phase of Egypt's proposal includes talks with the Palestinian Authority, with the hope of forming an emergency security government in Gaza that would include different Palestinian factions.

The third phase includes an extended ceasefire, the return of more hostages from the Gaza Strip and, ultimately, the withdrawal of Israeli forces from the blockaded Palestinian coastal enclave.

The reports came as a delegation from the Palestinian Islamic Jihad (PIJ), a militant group allied with Hamas believed to be holding several Israeli hostages in Gaza, arrived in Cairo to hold talks with Egyptian security officials on a ceasefire in the Gaza Strip and prisoner exchange efforts.
After a week-long ceasefire collapsed in early December, fighting spread from northern Gaza to the entire enclave. Palestinian health authorities said the death toll in the 11-week conflict between Israel and Hamas had risen to more than 20,258. The fighting displaced 2.3 million Gazans.
