A new low pressure area has been detected outside the Philippines' forecast area as Typhoon Nakri strengthens to its maximum intensity.

The latest storm and low pressure information on the morning of October 13 from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that the new low pressure was discovered 2,540km east of southeast Mindanao.

At 2:00 a.m. on October 13, PAGASA determined that the low pressure area being monitored is currently outside the Philippines ' PAR forecast area.

Philippine forecasters say this low pressure is unlikely to develop into a tropical depression in the next 24 hours.

In the weather forecast at 4 a.m. on October 13, the Philippine weather agency said that easterly winds will continue to affect the eastern regions of Luzon and Visayas.

Bicol, Eastern Visayas, Isabela, Aurora, Rizal and Quezon regions will experience cloudy skies with scattered rains and thunderstorms, with the possibility of flash floods or landslides due to moderate to heavy rains.

Meanwhile, Metro Manila, other parts of Luzon and Visayas are forecast to be cloudy to cloudy with occasional showers or thunderstorms due to easterly winds.

Before the new low pressure forms, experts are also monitoring the developments of storm Nakri in the western Pacific basin.

The latest storm information from the US Navy's Joint Typhoon Warning Center (JTWC) said that Typhoon Nakri (known as Quedan in the Philippines and storm number 23 in Japan) was 348km south of Camp Fuji and had been moving east-northeast at a speed of 30km/h in the past 6 hours.

JTWC forecasts that Typhoon Nakri will continue to move east-northeastward for the remainder of the forecast period, increasing its speed from 35 km/h to 50 km/h over three days as the system enters the subtropical jet stream to the north.

The latest storm in the western Pacific is forecast to intensify to a maximum of 140-150 km/h in the next 12 hours as the system remains in a favorable environment with warm sea surface temperatures and moderate wind shear.

Nakri is expected to leave the warm waters of the Kuroshio Current in the next 36 hours, depriving the storm of its fuel heat source. The storm will then enter a weakening phase.

Storm forecast models generally agree that Storm Nakri will continue to move northeast or east-northeast for the remainder of the forecast period.

According to Japanese typhoon forecasters, typhoon Nakri is expected to strongly affect the Izu Islands from dawn to noon on October 13.

Sustained winds of up to 108 km/h near the center of the storm are expected, with gusts of up to 162 km/h. Winds strong enough to flip trucks over are expected. Seas will be rough, with waves as high as 9m expected.

The risk of natural disasters is already high on the Izu Islands. Record rainfall and strong winds from Typhoon Ha Long last week eroded soil and damaged structures. Residents should be on guard against landslides and strong winds, as well as flooding in low-lying areas, rising rivers and large waves.
