The Infrastructure Improvement Project for Agricultural Development (Phase 1 is implemented from 2020 - 2028, invested by the Construction Investment Project Management Board No. 1 (Board 1), including 15 key sub-projects. The main items focus on 3 core components: Construction of Da Lat Flower Trading Center (civil component), upgrading 9 traffic routes leading to concentrated production areas (road to the High-tech Agricultural Zone in Duc Trong, B'no - Be De road...) and renovating 5 irrigation works (including dredging Da Quy lake, upgrading Cam Ly Thuong system, building Ro Hoa irrigation lake; repairing and upgrading R'Lom reservoir and building K'Long Tum dam), ensuring sustainable irrigation water. To date, 8 sub-projects have completed inventory of the current status of houses, structures and crops; 3 sub-projects are being implemented and 1 sub-project is under construction. The project is redefining the compensation and site clearance plan.
Despite its strategic role, the project's progress is slowing down significantly, as shown by the disbursement rate in 2025 reaching only 32.7% (nearly 16 billion VND) compared to the capital plan of 48.7 billion VND. The main reason lies in the compensation work for site clearance which is complicated and spread over 12/15 sub-projects, affecting nearly 2,000 households in 10 wards and communes. In addition, according to Board 1, the project is currently facing a number of other difficulties and problems, specifically: The work of building specific land prices for compensation has not been completed in any locality due to difficulties in coordinating appraisal and approval.
On the other hand, many land reclamation notices of (old) districts and cities have expired (more than 12 months) according to the Land Law. The reorganization of the administrative apparatus, the merger of project management boards and the establishment of the Provincial Land Fund Development Center in August 2025 also led to delays in transferring documents and coordinating work. In addition, at the sub-project of the Flower Trading Center in Da Lat area, the resettlement plan for about 18 households has not yet been developed.
Faced with this situation, at the project progress assessment meeting held at the end of September 2025, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc gave close and drastic instructions, requiring relevant units to thoroughly overcome the above delays; at the same time, assigning specific tasks to each department and branch. In particular, the Vice Chairman of the province emphasized the focus on completing the site clearance work to achieve the dual goal: Strive to disburse over 95% of the assigned capital plan for 2025 and start construction of a number of priority sub-projects in the fourth quarter of 2025. On the other hand, the Provincial People's Committee directed Xuan Huong Ward - Da Lat to urgently coordinate with Board 1 to develop a resettlement plan for the Flower Trading Center project. In addition, relevant localities: Implement new land recovery notices to replace expired notices, and at the same time focus on completing construction and approving land prices.
The Department of Construction and the Department of Agriculture and Environment are assigned to provide maximum support by shortening the time for reviewing the design and construction drawings of sub-projects, creating conditions for investors to complete the bidding procedures as soon as possible. With close guidance and efforts to remove institutional obstacles, Lam Dong is showing great determination, turning ODA capital into practical driving force, soon putting infrastructure projects into service for farmers and developing the province's sustainable economy .
