Bac Ninh: Closely monitor waste discharge at Xuong Giang Paper Factory

Recently, the People's Committee of Bac Ninh province granted an Environmental License to the "Xuong Giang Paper Factory" facility of Bac Giang Import-Export Joint Stock Company, located in Song Khe - Noi Hoang Industrial Park (now in Tien Phong ward), with a term of 10 years.

According to the license, the People's Committee of Bac Ninh province granted permission to Bac Giang Import-Export Joint Stock Company to carry out environmental protection activities for the facility "Xuong Giang Paper Factory", at lots B8, B9, B11 Song Khe - Noi Hoang Industrial Park (North), now in Tien Phong ward (Bac Ninh).

The license is effective from October 1, 2025, for a term of 10 years; at the same time, License No. 1078/QD-UBND (September 30, 2023) and License 356/QD-SNNMT (April 4, 2025) will be terminated from the date the new license takes effect.

The environmental license stipulates that 01 wastewater stream after the 4,000 m3/day-night treatment system of Xuong Giang Paper Factory is discharged into T5 canal (Tien Phong ward), then flows into Ngoi Bun and Thuong river.

Discharge position Located at the wastewater drainage system after the treatment system, about 183 m northeast of the factory gate; wastewater flows through a D400 reinforced concrete sewer about 97 m long and is discharged continuously 24/7.

The quality of wastewater before connection must ensure that it meets the requirements of environmental protection and column A, QCVN 12-MT:2015/BTNMT and column A, QCVN 40:2011/BTNMT and QCVN 40:2025/BTNMT.

Regarding noise and vibration, the license is regulated according to the roadmap: apply QCVN 26:2010 and QCVN 27:2010; from January 1, 2027 apply QCVN 26:2025 and QCVN 27:2025 until December 31, 2026. In which, the maximum level for normal areas is stated according to the time frame (until December 31, 2026: 70 dBA during the day, 55 dBA at night; from January 1, 2027: 70 dBA during the day, 65 dBA at night, 60 dBA at night).

Along with that, the People's Committee of Bac Ninh province requires Bac Giang Import-Export Joint Stock Company to only carry out the licensing contents after completing the environmental protection project, operating according to the correct process, immediately stopping the discharge if the parameters do not meet the standards and promptly reporting incidents to the Chairman of the Provincial People's Committee, the Department of Agriculture and Environment, the Management Board of Industrial Parks and local authorities.

The People's Committee of Bac Ninh province assigned the Department of Agriculture and Environment to preside over and coordinate with the Management Board of Industrial Parks of Bac Ninh province and relevant agencies and units to organize the inspection of the implementation of the provisions of the above Environmental License, environmental protection requirements for the "Xuong Giang Paper Factory" facility licensed in accordance with the provisions of law.
