According to the report of the Department of Construction of Bac Ninh , from the beginning of the year until now, the whole province of Bac Ninh has completed 12,649 more apartments, reaching nearly 80% of the target assigned by the Prime Minister of 15,920 apartments. Through reviewing 3 projects under construction, the number of apartments registered to be completed in the last months of 2025 is 3,636 apartments. Thus, Bac Ninh province has basically completed the target assigned by the Prime Minister in 2025.
According to Mr. Nguyen Tuan Dung, Deputy Director of the Department of Construction of Bac Ninh, currently the whole province has 17 projects facing difficulties in implementing compensation for site clearance (11 projects in the old Bac Ninh province, 6 projects in the old Bac Giang province). Among them, 3 projects have been implemented for construction investment, however, some households still do not receive compensation, the remaining 14 projects have been bid to select investors, some projects have now expired their contract and are facing difficulties in compensation for site clearance.
The Provincial People's Committee held a meeting to review progress and assigned the Commune People's Committees and relevant agencies to focus on speeding up site clearance work at the projects.
The Department of Construction of Bac Ninh proposed that the Ministry of Construction submit to the Government for promulgation of guidelines on appraisal of social housing selling prices for the cases specified in Point g, Clause 5, Article 198 of the 2023 Housing Law so that the People's Committee of Bac Ninh province has a basis to guide social housing investors to comply with the regulations. At the same time, amend Decree No. 100/2024/ND-CP; including amending the above content in the direction of clearly stipulating "not named in the Certificate of land use rights with the purpose of use as residential land" to create conditions for subjects to enjoy social housing support policies...
Bac Ninh province has arranged about 352 hectares of land for social housing development in zoning and detailed planning projects, which when completed will provide about 170,000 apartments.
Up to now, the whole province has implemented 83 projects with a total area of about 289.52 hectares, expected to meet about 118,000 apartments when completed. Of these, 34 projects have been completed or partially completed, with a scale of 78.87 hectares with 23,437 completed apartments and 7,289 apartments under construction; 15 projects are investing in construction and preparing for investment, with a scale of 46.07 hectares, expected to provide about 14,432 apartments; 36 projects are in the stage of site clearance and investment preparation, with a scale of 164.23 hectares, expected to provide about 72,866 apartments.
Deputy Minister of Construction Nguyen Van Sinh highly appreciated the results of the Project implementation in Bac Ninh province in recent times. At the same time, he requested Bac Ninh province to continue to focus on directing and supporting investors to implement projects on schedule, contributing to increasing the supply of social housing; creating favorable conditions for workers to access social housing funds; supplementing the report on total investment of social housing projects. Along with that, continue to review administrative procedures, attract resources to the field of social housing development in the area.
Regarding the province's recommendations, Deputy Minister Nguyen Van Sinh requested the members of the Working Group to receive, synthesize and propose solutions to respond to the province in writing as soon as possible.
