The foundation of the semiconductor ecosystem
Up to now, Bac Ninh has 33 industrial parks attracting 2,010 foreign investment projects, with a total capital of more than 40 billion USD from countries and territories with strong technological and financial potential such as Korea, Japan, the United States, the EU... Billion-dollar investments from "big guys" such as: Amkor, Samsung, Canon, Foxconn, Gortex show that Bac Ninh affirms its position on the world 's technology map.

There are many projects in the semiconductor industry (chips, microcontroller memory, logic components, etc.) in the province's industrial parks. A typical example is Victory Giant Technology's semiconductor equipment factory in VSIP Bac Ninh II Industrial Park, with an investment capital of 900 million USD. It is expected that after officially coming into operation (quarter II/2026), the factory will produce about 62 million products/year, with a production value of about 413 million USD. In addition, there are a series of other projects: Micro Commercial Components in Yen Phong I Industrial Park, with a total investment capital of 90 million USD, which has been in trial operation since quarter I/2025. The enterprise plans to expand its scale in the coming years. HongKong Fingu Development Company Limited project (Yen Phong II-C Industrial Park), specializing in the production of communication equipment (for 2G, 3G, 4G, 5G circuits) with a capacity of 21,200 products/year; Sensor equipment for cars, capacity of 5,000 products/year; semiconductor chips with capacity of 105,000 products/year... These projects are the foundation for Bac Ninh to attract investment and develop the semiconductor industry.
In the semiconductor ecosystem in Bac Ninh, Amkor is a notable name. Amkor Technology Group started its semiconductor business in Korea and the US in 1968. Amkor started investing in a project to produce and test semiconductor materials in Yen Phong II-C Industrial Park from the end of 2023, with a total investment capital of 1.6 billion USD by 2035. Mr. Kim Sung Hun, General Director of Amkor Technology Vietnam Co., Ltd. said: “Amkor factory in Bac Ninh province is the most advanced and modern factory of Amkor Group globally. Many customers come here to verify technology, techniques and sign cooperation agreements. Currently, dozens of distributors in the supply chain have come to learn and plan to build a factory in Bac Ninh. The factory is employing about 1,200 high-quality employees from Vietnam and some countries around the world. We are committed to accompanying the province in developing the semiconductor ecosystem, bringing semiconductor products manufactured in Bac Ninh and Vietnam to the world market.”
Ready the conditions
In the trend of diversifying the global supply chain, Bac Ninh has many advantages to become the center of the semiconductor industry. This is also one of the orientations set out in the 2025-2030 term. With that orientation, Bac Ninh has prepared the conditions, ready to welcome opportunities from integration and the Fourth Industrial Revolution. Mr. Nguyen Duc Long, Deputy Head of the Provincial Industrial Parks Management Board, said: "Bac Ninh has many good conditions to attract investment in the semiconductor industry. The province has synchronously invested industrial parks, convenient for production and circulation. At the same time, there is a supporting industrial ecosystem with more than 3,000 enterprises participating in the supply chain. In terms of quality human resources, 80% of workers have been trained, of which the proportion with degrees and certificates accounts for 41%, capable of quickly meeting the human resource needs of semiconductor manufacturing enterprises".

According to the plan, from now until 2030, the province will spend 1,000 billion VND to support tuition fees for about 10,000 students at vocational training institutions, universities training high-quality human resources and the semiconductor industry. Mr. Choi Jong Hwan, Human Resources Director of Sungwoo Vina Limited Liability Company (Dinh Tram Industrial Park) shared: "Bac Ninh's human resources are abundant and highly skilled. The company is cooperating with a number of colleges in the province to train workers according to orders. In addition to learning knowledge at school, students also have practical work at the Company. After graduating, students will be officially employed in positions such as engineers and technicians".
Vice Chairman of the Provincial People's Committee Dao Quang Khai affirmed: To realize the goal of making Bac Ninh one of the leading training, research and development centers in the country, Bac Ninh has prepared infrastructure to develop university urban areas, attract prestigious training institutions to invest in the province, link vocational education with enterprises, and a 3-party coordination mechanism: State - School - Enterprise. Continue to promote attraction to form a regional and high-quality human resource training center, a research and development center (R&D). Not stopping at human resource policy, the province also implements many specific incentive mechanisms to welcome high-quality investment capital such as shortening at least 1/3 of the time to carry out investment procedures; prioritizing infrastructure, providing stable power supply. At the same time, build a shared infrastructure for research and development of semiconductor technology, research and development of new generation electronic devices integrating specialized chips. The development of the semiconductor industry is being promoted in the context of the world transitioning to the digital age. Having the necessary and sufficient conditions ready will help Bac Ninh “absorb” investment resources to develop the semiconductor industry.
