Bac Ninh will conduct surprise inspections of extra teaching and learning.

GD&TĐ - Inspection and examination of extra teaching and learning are conducted according to plan or suddenly according to the management level and in coordination with functional agencies.

The People's Committee of Bac Ninh province has just issued Decision No. 34 regulating extra teaching and learning in Bac Ninh province, effective from October 15, 2025.

According to regulations, for the management and use of funds for extra teaching and learning in schools, the state budget and other legal sources of funds must be used according to the provisions of the law. Units shall develop estimates for the organization of extra teaching and learning according to the provisions of the State Budget Law and current legal provisions.

The conversion of teachers' extra teaching hours is carried out according to Article 13 of Circular No. 05/2025/TT-BGDDT; the payment of extra teaching hours is carried out according to Circular No. 21/2025/TT-BGDDT.

Besides, Bac Ninh encourages teachers to teach extra classes in schools to meet students' wishes for extra classes but without collecting money from students and without using the state budget.

For extra-curricular teaching and learning outside of school, the tuition fee is determined by agreement between the student's parents, the student and the tutoring facility. The collection, management and use of tuition fees are implemented in accordance with the provisions of the law on finance, budget, assets, accounting, tax and other relevant regulations.

At the same time, encourage extracurricular tutoring facilities to exempt or reduce tuition fees for students from families with preferential policies, poor or near-poor households, and families in especially difficult circumstances.

Extra teaching and learning activities are subject to inspection by state inspection agencies according to the provisions of law and are subject to examination by education management agencies and state management agencies at all levels according to decentralization.

Decision No. 34 of the People's Committee of Bac Ninh province noted that schools, tutoring facilities, organizations and individuals violating regulations on tutoring and learning, depending on the nature and severity of the violation, will be handled according to the provisions of law.

"Heads of agencies, organizations and units whose cadres, civil servants and public employees violate regulations on extra teaching and learning, depending on the nature and seriousness of the violation, shall be handled according to the provisions of law.

Inspection and examination activities are conducted according to plan or suddenly based on the decentralization of management areas and ensuring unified coordination among functional agencies..." - The Decision clearly stated.

Bac Ninh province currently has 99 commune-level administrative units (including 66 communes and 33 wards) with 1,221 educational institutions (including: 425 kindergartens, 317 primary schools, 72 primary and secondary schools, 292 secondary schools, 90 high schools, 3 boarding schools for ethnic minorities with high school level, 2 specialized schools, 18 vocational education and continuing education centers and equivalent).
