
People soon settled down
In the process of implementing the 2-level local government model, Duong An commune continues to carry out site clearance to serve 3 major projects invested by the West Hai Phong Construction Investment Project Management Board. In particular, the Provincial Road 394B Construction Project with a total investment of 1,208 billion VND, a route length of more than 6.7 km, both expanding traffic connections and creating momentum for socio -economic development in the area plays an important role.
To implement the provincial road 394B project, the commune needs to reclaim nearly 1 hectare of land of all kinds, at the same time relocate technical infrastructure for electricity, telecommunications and arrange resettlement for about 40 households. Determining that arranging resettlement areas early, helping people stabilize their lives will ensure the project's progress, the People's Committee of Duong An commune soon established a Land Clearance Council, prioritizing the selection of resettlement areas first.
Mr. Nguyen Ngoc Quan, Standing Vice Chairman of the Commune People's Committee, said: Instead of waiting for instructions from higher levels, the commune proactively proposed a resettlement site in the Luoc Vac residential area, submitted it to the Project Management Board for consideration and agreement. This approach helps shorten the time for selecting and approving the site, while also creating conditions for people to settle down soon. "When people feel secure about their new place of residence, they are willing to hand over the land. Early resettlement arrangements determine up to 70% of the site clearance progress," Mr. Nguyen Ngoc Quan emphasized.
In recent years, the city has continuously invested in many key traffic and urban infrastructure projects with large capital, and the number of households subject to land acquisition and site clearance is large. Therefore, resettlement work is increasingly important to ensure the rights of the people.
Ms. Nguyen Thi Huong, who is living in the resettlement area of Truong Thanh commune, recalls: “When the city announced the land acquisition for the Hai Phong Sakura Golf Course Project, my family immediately agreed because we already knew the new place to live. With resettlement land, we were confident in handing over the land to the state.” Ms. Huong’s story shows that when rights are guaranteed, site clearance is no longer a big obstacle.
The policy of “resettlement first” has been implemented by the city for many years and has proven effective. This is not only a solution to remove land bottlenecks but also demonstrates the responsibility and receptiveness of the government in the process of project implementation.

Remove bottlenecks
Ngo Quyen Ward is one of the localities implementing many key projects at the same time, including the Nguyen Trai Bridge Construction Project. The demand for resettlement land of the people here is very large. Clearly identifying that "resettlement comes first" will reduce the pressure on site clearance, the ward proactively prepares land funds and timely arranges for thousands of households.
Chairman of the People's Committee of Ngo Quyen Ward, Nguyen Quoc Thai, said that thanks to this initiative, many difficult projects with urgent progress have been implemented smoothly. Typically, at the project of resettlement and urban improvement in lane 226 Le Lai, more than 16.2 hectares of land were recovered without any forced eviction. Or the project of Nguyen Trai Bridge, in the ward alone, more than 54 hectares of land had to be recovered, but so far, only 1 organization and 1 household have had to apply forced eviction measures.
The project to build a resettlement area to serve the land clearance of the Lao Cai - Hanoi - Hai Phong railway has an area of nearly 75,000 m2 , a total investment of more than 283 billion VND, providing 470 resettlement land plots. With synchronous investment in technical and social infrastructure, meeting modern residential standards, the project not only meets the resettlement needs but also creates trust and high consensus from the people.
According to the representative of the Duong Kinh Project Management Board, the project is expected to be completed after 10 months of construction. The synchronous and timely implementation of the resettlement area shows that the city is on the right track, in accordance with the provisions of the 2024 Land Law, ensuring harmony between the interests of the state and the people.
According to the Department of Construction, in the coming time, projects that require land acquisition will be required to establish and implement resettlement areas in parallel, or even prioritize implementation. This is a mandatory condition for being granted a construction permit. In communes, wards, and special zones, land funds will also be reviewed and resettlement plans proposed early to shorten the time and reduce pressure on site clearance. This policy demonstrates the government's commitment to ensuring the rights of the people, while accelerating project construction progress and creating momentum for socio-economic development.
