Leaders of the Ministry of Education and Training inform about the orientation of university arrangement

GD&TĐ - At the regular Government press conference in September on the afternoon of October 5, Deputy Minister Le Tan Dung discussed some information on the orientation of university arrangement.

Speaking at the press conference, Deputy Minister of Education and Training Le Tan Dung said that the policy of restructuring, merging and dissolving universities and vocational training institutions has been clearly affirmed by the Politburo in Resolution No. 71/NQ-TW dated August 22, 2025 on breakthroughs in education and training development.

This is a major policy of the Party, so it must be implemented seriously, urgently, and resolutely. This arrangement affects many people's minds, so it must be implemented very carefully, but at the same time it must be scientific , methodical, and resolute.

The Ministry of Education and Training is fully aware of its responsibility in this important matter, but it cannot be done by the Ministry of Education and Training alone. It requires the cooperation and consensus of central ministries, branches and localities, especially universities and vocational training institutions.

The Ministry of Education and Training, as assigned, has developed a Project to reorganize educational and vocational training institutions; the second Project is to transfer a number of educational and vocational training institutions to local areas. In the near future, the Ministry will submit it to the Prime Minister for decision and will implement it in 2026.

Regarding the issue of training being linked to the practical requirements of society as well as the labor market, this is currently very true to reality. To do this, first of all , the Ministry of Education and Training determined that the upcoming Project will be based on the foundation and viewpoints of the Party's Resolution, the Government's Resolution... Second , it is based on the strategy for developing higher education and vocational education.

Third is based on the approved planning of the network of universities and vocational training institutions.

Fourthly , it is based on the country's socio-economic development goals in the coming period and the socio-economic development regions and national defense and security.

The Deputy Minister of Education and Training said that the objective of the Project sets out an important requirement that training must be linked to development goals, ensuring substance and effectiveness. Based on international experience and closely following the practical conditions of Vietnam, the Project clearly defines the mission of higher education and vocational education institutions in the national human resource training system.

According to the Deputy Minister, the Project also sets out very specific and clear principles and criteria to ensure the implementation process is public and transparent, avoiding situations of "asking - giving", lobbying or negativity.

In the coming time, the Ministry of Education and Training will consult with ministries, branches, localities, experts and especially universities and vocational training institutions to create high consensus before implementation.

Once the Project is approved by the competent authority, the Ministry of Education and Training will publicize all its contents and provide full information to the press and media. The Deputy Minister also noted that recently there has been some inaccurate information circulating, not released by the Ministry of Education and Training; therefore, organizations and individuals are requested not to share information without verification.
