Bac Ninh focuses on overcoming serious problems on dike routes

On October 18, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan inspected the work to overcome the consequences of flooding caused by storm No. 11 in Xuan Cam commune, Hop Thinh commune and Nenh ward, Bac Ninh province. These are the areas heavily affected by the recent flood.

At the inspection sites, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan and Vice Chairman of the People's Committee of Bac Ninh province Le Xuan Loi highly appreciated the proactive, timely and drastic actions of the local authorities and functional forces in their efforts, mobilizing means, human resources, and machinery to promptly help people overcome the consequences of floods.

Inspections show that due to the impact of floods and many years of exploitation, the dike system in the province has revealed many shortcomings. The dike surface is small and narrow, the dike foundation is weak, the dike system is soaked in water for many days, leading to many locations of dike slope landslides, the appearance of extrusion and efflorescence veins. Many dike lines have been overflowed, broken, and seriously eroded, affecting the daily life and production of people.

The Chairman of the Provincial People's Committee requested that after the rainy and stormy season, the Department of Agriculture and Environment should focus on reviewing, developing a renovation plan, and immediately fixing serious incidents, ensuring technical aspects. This is an urgent task that needs to be carried out with a spirit of urgency, thoroughly handling key points to prevent recurrence.

The Department of Agriculture and Environment coordinates with localities to synthesize dike incidents occurring in the province. Coordinates with relevant departments and units to calculate resources and investment budgets to ensure timely resolution of incidents.

The Chairman of the Provincial People's Committee requested local authorities to arrange resettlement areas for households near areas with weak dykes, ensuring resources in the form of public-private partnerships to invest in dyke renovation. At the same time, review and re-evaluate the dykes, report specific details to the Department of Agriculture and Environment to advise the Provincial People's Committee to deploy the handling, upgrading and reinforcement of damaged dykes according to the emergency plan, ensuring completion before the flood season of 2026.

Regarding the task of draining water for the industrial park, Chairman of the Provincial People's Committee Vuong Quoc Tuan requested relevant departments, branches and units to determine the boundaries of the drainage channel within or outside the industrial park. At the same time, he agreed on the plan for Nam Song Thuong Irrigation Works Exploitation Company Limited to invest in an automatic garbage collection system to solve the problem of water flow congestion leading to Truc Tay Pumping Station.

The leaders of Nenh ward coordinated with the industrial park infrastructure investor to urgently clear the land to create a land fund for the construction of a regulating lake, while ensuring the improvement of the landscape as well as the water reservoir for the industrial park.

The Department of Agriculture and Environment, in coordination with the Department of Construction and the Industrial Park Management Board, continues to review vacant areas in industrial parks to convert them into large reservoirs and tanks that can both store water and regulate the air, overcoming flooding during prolonged heavy rains.

Previously, in Xuan Cam commune, the working group inspected the K20+300 landslide location on the left bank of Cau near Cam Bao pumping station. In recent days, the flood on Cau river has risen, causing local overflow of some low bank sections, landslides of the bank towards the fields, and many extrusion and efflorescence veins appearing. Some bank dikes were overflowed, broken, and seriously eroded, affecting the daily life and production of the people.

Along with that, the working group inspected Truc Tay Pumping Station at K59 Cau left dike in Nenh ward. Currently, the pumping station has 8 units, pumping capacity of 7,800 m3/hour, which has just been upgraded. However, the canal system leading to this pumping station has not been invested synchronously, affecting the efficiency of pumping and draining in industrial parks and residential areas in Nenh ward.

At Hop Thinh commune, Chairman of the Provincial People's Committee Vuong Quoc Tuan and the working delegation inspected the dike on the left of Cau from K0- K22+500 at the locations where the dike slope collapsed on the field side K0+250; the hole appeared at K1+000; the dike slope collapsed at K6+900-K7+100; K9+450; K9+550 in Hop Thinh commune.

On this occasion, the working delegation visited and encouraged students and teachers of Hoa Son Secondary School, Hop Thinh Commune to quickly overcome the consequences of the storm, clean up classrooms, ensure environmental sanitation, ensure supplies and equipment for teaching and learning. Local authorities focused on reviewing, arranging for relocation, moving and consolidating small and scattered schools into centralized schools to meet the needs of educational management and better care for the lives of students.
