Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 373 of the Secretariat, stipulating the functions, tasks, and organizational structure of the press, radio, and television agencies of provincial and municipal party committees (press, radio, and television agencies of provinces and cities). The regulation consists of 4 chapters and 8 articles.
This regulation takes effect from September 23 and replaces Regulation No. 338 dated November 26, 2010 on functions, tasks, and organization of press agencies of Party Committees of provinces and centrally run cities.
According to the regulations of the Secretariat, the press, radio and television agencies of provinces and cities directly under the provincial and municipal Party Committees are the mouthpieces of the local Party Committees, authorities and people. They are also the information bridge between the Party, authorities and people, performing the function of information and propaganda through printed newspapers, electronic newspapers, radio and television, and information content channels on cyberspace.

Regarding organizational structure, Regulation No. 373 clearly states that the leadership of press, radio and television agencies includes a director and no more than 4 deputy directors.
Provincial and municipal press, radio and television agencies have no more than 6 department-level units (rooms). Hanoi and Ho Chi Minh City have no more than 7 rooms.
If necessary, the Standing Committee of the Provincial Party Committee and the Municipal Party Committee shall consider and decide to establish additional departments and public service units under the provincial and municipal press, radio and television agencies based on the requests, task requirements and financial autonomy of the provincial and municipal press, radio and television agencies. This, according to the Secretariat, must be in accordance with regulations.
The Secretariat's regulations also clearly state that the Standing Committee of the Provincial Party Committee and the City Party Committee shall consider and decide on the specific names of the departments in accordance with the requirements and characteristics of the locality, following the naming orientation of the departments including: Office; Secretary - Editorial Department; News Department; Specialized Department; Technical - Technology Department; Service - Advertising Department.
According to Regulation 373, a department must have at least 5 employees. A department with less than 7 employees is assigned a department head and 1 deputy department head; a department with 7 to 20 employees is assigned a department head and no more than 2 deputy department heads; a department with 21 or more employees is assigned a department head and no more than 3 deputy department heads.
The regulation also clearly states that, in the process of restructuring the apparatus according to the policies, conclusions and regulations of the Central Government, the number of deputy leaders of the provincial and municipal press and radio and television agencies and affiliated departments can be arranged more than the regulations but not exceeding the number of existing deputies of the agencies before the merger. After a maximum of 5 years, the number of deputy leaders must comply with the regulations.
The staffing of provincial and municipal press, radio and television agencies is considered and decided by the Standing Committee of the Provincial or Municipal Party Committee based on requirements, tasks, and financial autonomy, in accordance with the approved job positions of the agency within the total staffing assigned by competent authorities according to regulations.
In the process of restructuring the apparatus according to the policies, conclusions and regulations of the Central Government, the number of staff of provincial and municipal press, radio and television agencies shall not exceed the current number of staff of the agencies before the merger.
In addition, the Secretariat's regulations clearly state 15 tasks of provincial and municipal press, radio and television agencies.
