The Government's Steering Committee for Administrative Reform deploys administrative reform tasks in 2025

On the afternoon of January 15, the Government's Steering Committee for Administrative Reform (SCAR) held its 9th meeting (online) to evaluate the results of implementing PAR in 2024; directions and tasks for PAR in 2025. Deputy Prime Minister Nguyen Hoa Binh - Deputy Head of the Government's SCAR chaired at the central bridge; also attending were representatives of leaders of ministries, branches, central agencies and units.

In 2024, with the attention and close and drastic direction of the Government and the Prime Minister , along with the strong participation of ministries, branches, localities, people and businesses, the review and handling of difficulties and problems in administrative reform have been actively implemented, contributing to promoting administrative reform and improving the business environment.

During the year, the organization of state administrative agencies at all levels in 63 provinces and cities was reorganized, and 12 more departments, divisions and equivalents of specialized agencies under the provincial People's Committees were further reduced; 29 departments and equivalents were reduced under the district People's Committees. 16,149 civil servant and public employee positions of ministries, branches and localities were streamlined according to the provisions of the Government's Decrees (of which 217 were in ministries and branches, and 15,932 were in localities).

In addition, institutional reform and administrative reform continued to receive attention from the Government and the Prime Minister. During the year, ministries, branches and localities issued a total of 4,673 documents to direct, urge and thoroughly implement administrative reform tasks effectively; of which, ministries and ministerial-level agencies issued 468 documents, and localities issued 4,205 documents. Many good models and practices in institutional reform, administrative reform, digital transformation and digital government appeared in units and localities, such as: State Bank of Vietnam, Hanoi city, Khanh Hoa, Hau Giang, Bac Giang, Ba Ria - Vung Tau provinces...

At the conference, ministries, branches and localities discussed the achievements, shortcomings and limitations, and agreed to set out directions and tasks for 2025. In particular, the Government's Steering Committee for Administrative Reform determined to focus on implementing key directions and tasks such as: Strengthening the review, issuing specific and practical solutions and creating strong breakthroughs to improve the effectiveness of administrative reform tasks assigned by the Government and the Prime Minister. Strengthening the review, reduction and simplification of processes and regulations, reducing administrative procedures and business conditions that are no longer suitable, ensuring substance and efficiency on the basis of taking people and businesses as the center as a measure of suitability...

Speaking at the Bac Giang Provincial People's Committee bridge, Permanent Vice Chairman of the Provincial People's Committee Mai Son said that over the past years, institutional reform and administrative reform have always been identified by the Party Committee and the provincial government as one of the key tasks that need attention and leadership. In order to effectively implement institutional reform and administrative reform, the province has issued a Plan and organized the implementation of Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period in the province.

In 2024, the Provincial People's Council and Provincial People's Committee approved and issued 68 legal documents, self-inspected 100% of legal documents issued by the Provincial People's Committee. Reviewed and systematized legal documents for the 2019-2023 period, proposed to handle 111 documents by amending, supplementing, replacing, abolishing, and issuing new ones. Organized monitoring of law enforcement in 04 areas: Animal husbandry, veterinary medicine; mineral management and exploitation activities; Publishing Law; Food safety... Thanks to the drastic participation in institutional reform, administrative reform has had a positive impact on the socio-economic development of the province. The province's Public Administration Performance Index (PAPI) is among the "highest" in the country.

Based on the practical implementation of institutional reform tasks in the locality, the Standing Vice Chairman of the Provincial People's Committee Mai Son proposed and recommended to the Government and the Prime Minister to continue focusing on perfecting the law on the organization and operation of agencies in the political system when implementing the arrangement and streamlining of the apparatus, associated with promoting decentralization and maximum delegation of power to localities. Directing the amendment of the Law on Promulgation of Legal Documents to specify new viewpoints in law-making such as: Innovating the law-making process in the direction of ensuring feasibility and ease of application in practice...

Speaking at the meeting, Deputy Prime Minister Nguyen Hoa Binh emphasized that in 2024, ministries, branches, units and localities nationwide have strongly and promptly taken action to review and handle difficulties and shortcomings in administrative procedures for people and businesses, contributing to perfecting institutions and policies, improving the business environment, and promoting socio-economic development.

In order to create more positive changes in administrative reform work in 2025, Deputy Prime Minister Nguyen Hoa Binh requested ministries, branches and localities to closely follow the Government's directives, promptly remove and thoroughly overcome shortcomings in institutional reform and administrative reform, ensuring a streamlined apparatus. Continue to promote the role and enhance the responsibility of heads of ministries, branches and localities in leading and directing the implementation of tasks.

Synchronously and effectively deploy the task of summarizing the implementation of Resolution No. 18-NQ/TW and summarizing 20 years of implementing the Government's organizational model, focusing on implementing the plan to reorganize the apparatus of state administrative agencies to ensure urgency, without interruption or omission of work.

Focus on reviewing, amending and supplementing institutions and policies related to the organization of the administrative apparatus, operating mechanisms, regimes and policies for the staff, civil servants and public employees in a complete and synchronous manner to ensure the implementation of the goals of efficiency, effectiveness and efficiency of the apparatus and improve the quality of the staff, civil servants and public employees after the arrangement and organization of the apparatus.

Promote reform and simplify administrative procedures right from the construction stage; urge, monitor, evaluate, inspect and check; reform the civil service regime, improve discipline and administrative order. Continue to deploy the construction of e-Government, digital Government; national digital transformation according to the approved plan.../.
