Ms. PTKL (residing in Hoa Son commune, Hoa Vang district, Da Nang city) said that her family owns a plot of land for perennial crops with an area of 1,278 square meters in An Ngai Tay 3 village, Hoa Son commune. This plot of land is in the area of land clearance to serve the construction of the Hoa Lien - Tuy Loan expressway project.
According to Ms. L, while the local authorities have not invited her to work and have not agreed on the compensation level, this land plot is already listed in the minutes of handover and receipt of the site.
Mrs. PTKL's land was wrongly handed over.
Talking to Giao Thong Newspaper, Mr. Che Bong Hoanh, Deputy Director of the Land Acquisition and Compensation Board of Hoa Vang district confirmed this incident. Mr. Hoanh said that the red book of Ms. L's land overlapped with Mr. NC's land. Mr. NC had received compensation and handed over the land, so he made a mistake and also handed over Ms. L's land.
"After discovering it, we stopped it. Currently, the construction unit has fenced off the area and has not yet constructed this land," said Mr. Hoanh.
Hoang Van Thai overpass is one of the important projects on the Hoa Lien - Tuy Loan expressway.
According to Mr. Hoanh, the local authorities previously invited Ms. L to work but Ms. L did not agree on the compensation price. In the coming time, the unit will continue to persuade this household to hand over the land.
According to the Hoa Vang District Land Acquisition and Clearance Board, the locality has so far handed over more than 10/11.5km of land for the Hoa Lien - Tuy Loan Expressway project. The area of land handed over is continuous, ensuring that there is land for construction until the end of December 2024.
Reporters' records show that at many local sites that have been handed over, contractors are still unable to access and continue construction due to the "unclear" site. In addition, many locations with technical infrastructure problems such as water pipes and high-voltage electricity have not yet been relocated.
According to the Ho Chi Minh Road Project Management Board, contractors have mobilized 21 construction teams with hundreds of machines, equipment, engineers, and workers to speed up progress.
Currently, the project's construction disbursement meets the plan, but the site clearance disbursement is still slow. Up to now, only more than 125 billion out of the total 951 billion VND has been disbursed, reaching 13.2%.
The project will start in August 2023 and is expected to be completed in 2025.
In the completed phase, the project will have a scale of 6 lanes, roadbed width of 29m. In the phased phase, the investment will be on a scale of 4 complete lanes.
