Storm Bualoi may reach level 13 when approaching the North Central coast

Entering the East Sea, storm Bualoi gained more energy to increase its strength, move quickly, and when approaching the North Central coast, it reached about level 13 (149 km/h).

At the meeting of the National Civil Defense Steering Committee on the afternoon of September 26 in Hanoi , Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said that this afternoon, the center of storm Bualoi was in the central Philippines, with the strongest wind speed of level 11, gusting to level 14 and moving quickly at a speed of 30 km/h. It is forecast that in the next 5-7 hours, the storm will enter the East Sea, becoming the 10th storm in this sea area.

According to Mr. Khiem, there are many favorable meteorological factors that make the storm Bualoi get closer to the Central coast and the wind speed will increase. Firstly, the temperature of the sea area where the storm passes is high, 28-29 degrees Celsius, and high humidity will add energy to the storm.

“Second, factors that weaken the storm include low wind levels, high altitudes, and almost no cold air,” Mr. Khiem said, warning that when storm Bualoi approaches the North and Central coasts, it will be at level 13, or even above level 13.

Regarding the direction of the storm, Mr. Khiem said there will be two phases. From now until September 28, the storm will mainly move westward, slightly to the north. After September 28, the storm will move more to the north and then move along the North Central coast.

"Currently, international forecasts are still scattered, with a deviation of 500-700 km. There are plans for the storm to reach the Northern Delta, plans for it to enter Hue - Da Nang , and it could also enter the North Central region. However, the possibility of the storm entering the North Central region is the highest with a probability of 70-80%," said Mr. Khiem.

The meteorological agency forecasts that in the northern and central East Sea (Hoang Sa special zone), winds will gradually increase from level 6 to 9, with waves 6-8 m high; in the area near the storm's center, winds will increase to level 11-13, gusts to level 16, with waves 7-9 m high. In the southern Gulf of Tonkin, the sea area of ​​Quang Tri - Quang Ngai from the evening of September 27, winds will gradually increase from level 6 to 13, gusts to level 15, with waves 4-8 m high.

Mr. Khiem assessed that besides the wind, the concern of this storm is the rain. In the worst case scenario, the North Central region will have 300-400 mm of rain, and in some places more. In addition, areas such as the southern Red River Delta, southern Quang Tri, and Upper Laos will also have heavy rain.

"If the current scenario goes according to plan, the storm is likely to cause multiple natural disasters: strong winds, heavy rain, river floods, and flash floods. We are calculating more specifically the amount of rainfall and flood levels on the river so that we can issue a warning by tomorrow morning at the latest," said Mr. Khiem.

Respond to storms faster

The Department of Dyke Management and Natural Disaster Prevention said that the North Central region has 8 reservoirs operating to regulate the flow through the spillway with a flow rate of 70 m3/s or more, including: Ban Ang, Ban Ve, Chi Khe, Dong Van, Hua Na, Khe Bo, Nam Mo, Nam Non. 2,323 irrigation reservoirs have a capacity of 72-89% of the design. 132 reservoirs are damaged, 65 reservoirs are being repaired and upgraded .

The total number of fishing vessels with the longest length of 6 m in the coastal provinces and cities of Quang Ninh - Khanh Hoa affected by the storm is 45,700. In the next 48 hours, there will be 238 fishing vessels operating in the affected area. The Hung Yen - Hue area has about 114,200 hectares of aquaculture with 12,440 cages of all kinds, of which 6,640 cages are for brackish water farming, 5,800 cages are for freshwater farming, and 1,040 watchtowers for aquaculture.

Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep suggested that because the storm was moving faster than usual, storm prevention activities should also be implemented more quickly. According to the rule, when there are two consecutive storms, there is always great damage, but if we are proactive, we can minimize it.

"What I fear most is that people are subjective because although Ragasa storm is the strongest at sea in 2025, it will not have much impact when it hits the shore. The Thanh Hoa - Ha Tinh region has suffered damage from the third storm so far and has not yet recovered. Now that this storm is coming, it will be very dangerous because it is likely to cause many natural disasters," Deputy Minister Hiep said, expressing concern about the risk of landslides and flash floods.

Deputy Minister Hiep suggested that localities require ships to leave the danger zone, not necessarily run ashore. “The sea ban should be earlier, if previously it was 24 hours in advance, it can now be 48 hours before the storm hits; consider letting students have a day off on Monday morning next week,” he suggested.

Since the beginning of the year, the East Sea has recorded 9 storms and 4 tropical depressions. Most recently, Ragasa, a super typhoon in the East Sea, moved mainly over mainland China and was affected by continental high pressure, so when it approached Vietnam it was only a tropical depression, causing no damage.

The Institute of Meteorology, Hydrology and Climate Change said that in the last three months of the year, the East Sea may see 4-5 tropical cyclones, of which 2-3 will directly affect Vietnam, concentrated in the Central region.
