The National Center for Hydro-Meteorological Forecasting said the tropical depression's strongest wind speed is 61 km/h, level 7, gusting up two levels. Its direction is not tilted north as before but west, speed 20-25 km/h. In a few hours, the tropical depression will enter the mountainous region of the North and weaken into a low pressure area this afternoon.
This morning, the northern Gulf of Tonkin (including Bach Long Vi special zone) still has strong winds of level 6, gusts of level 8, and waves 2-3 meters high. On land, Quang Ninh and Lang Son provinces have winds of level 5-6, gusts of level 7-8.

From now until the end of tomorrow night, the mountainous and midland areas of the North will have rain of 100-200 mm, locally over 300 mm, with warnings of the risk of heavy rain over 150 mm in three hours. The Northern Delta and Thanh Hoa will have rain of 50-150 mm, locally over 200 mm, with precautions against thunderstorms, tornadoes and strong gusts of wind. Hanoi will have rain of 50-100 mm, in some places over 150 mm.
Typhoon Matmo formed on October 1 from a tropical depression in the sea east of the Philippines. A day later, it crossed Luzon Island (Philippines) into the East Sea with wind speed of level 10, becoming the 11th typhoon in this area this year. By the morning of October 5, the storm reached its peak level 13, gusting to level 15 when it was 70 km from Hainan Island (China), about 420 km from Quang Ninh .
The Center for Meteorological Forecasting has proposed two scenarios for the storm's path. First, after entering the Gulf of Tonkin, the storm will move northward, deep into mainland China. Second, the storm will enter the Gulf of Tonkin, mainly moving at sea, directly affecting Vietnam. In fact, the storm followed the first scenario, so the impact on Vietnam was much less than predicted.
In response to the storm, Hanoi has closed 2.3 million preschool and primary school students. Hai Phong, Hung Yen, Quang Ninh, and Ninh Binh have banned the sea and temporarily stopped issuing licenses for ships to go out to sea.
