Progress report on the implementation of the Project to adjust the General Urban Planning of Phat Diem to 2035

On April 10, the Provincial People's Committee held a conference to listen to the report on the Project to adjust the General Urban Planning of Phat Diem until 2035. Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Also attending were comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches and Kim Son district.

The project to adjust the Phat Diem Urban Master Plan to 2035 aims to concretize the approved Kim Son District Construction Master Plan, promoting the district's socio -economic development. At the same time, it creates a premise for urban, tourism and other projects to be implemented in the area.

Accordingly, the Phat Diem Urban Master Plan to 2035 has an area of 5,189.72 hectares. The planning scope and limits include the entire administrative boundary of Phat Diem town, Kim Chinh commune, Thuong Kiem commune, Luu Phuong commune, Tan Thanh commune and part of Hung Tien, Nhu Hoa, Quang Thien, Yen Loc, Dong Huong and Dinh Hoa communes. The consulting unit plans the overall spatial structure orientation including 3 regions - 2 corridors - 7 centers.

Technical infrastructure, especially traffic, will be upgraded and renovated to ensure regional and inter-regional connectivity, creating momentum for urban development in Phat Diem and Kim Son district...

At the conference, delegates listened to the consulting unit report on the acceptance and clarification of 26 opinions of departments, branches and sectors related to the general adjustment issues of Phat Diem Urban Planning to 2035, including the main issues: organizing the collection of opinions from the community related to the Project; current urban status and urbanization rate; updating implemented projects in the planning, economic and technical indicators applied in the Project on forecasting population size, average residential land index/person, average urban unit land index/person; bases and arguments to clarify the vision proposal: Phat Diem Urban Area to 2035 is "A unique tourist city associated with rivers and water, a national tourist destination".

The consulting unit reported on receiving, explaining and clarifying the opinions of relevant departments, branches and sectors on the general adjustment issues of Phat Diem Urban Planning.

At the same time, clarify the waterway infrastructure system to create landscape, combined with natural space to form the typical characteristics of Phat Diem urban area; urban development structure diagram, system of urban and regional social infrastructure works, connectivity of the planning area with important traffic routes of the province and the country; thereby forecasting the impacts of natural conditions, socio-economic conditions on the overall development of the urban area in the future.

After listening to the explanation report of the consulting unit, comrade Tran Song Tung, Vice Chairman of the Provincial People's Committee and the delegates basically agreed with the contents of the consulting unit's acceptance and explanation of the Project...

However, the delegates also requested the consulting unit and Kim Son district to consider so that the Project to adjust the Phat Diem Urban Master Plan until 2035 must ensure the criteria of a type IV urban area; in accordance with the approved higher-level planning and Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region until 2030, with a vision to 2045...

In particular, it is necessary to pay special attention to preserving tangible and intangible heritage values, planning waterway and road traffic systems, wastewater treatment systems, environment..., ensuring a vision for many future stages to serve the socio-economic development of the city.

Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc highly appreciated the initiative and responsibility of the Standing Committee of the District Party Committee and the People's Committee of Kim Son district in leading, directing and organizing the preparation of the Project to adjust the General Urban Planning of Phat Diem until 2035, clearly demonstrating the determination to develop Kim Son into a town and completely consistent with the Provincial Planning for the period 2021 - 2030 and vision to 2050.

The Chairman of the Provincial People's Committee emphasized: Overall, the Project must meet the requirements of a type IV urban scale, which is the core urban area of the future town. At the same time, it should be noted that in the process of completing the planning, Kim Son district and the consulting unit must unify the viewpoint and planning thinking on the basis of "following nature", adapting to the long-term development process of Kim Son district, suitable for hydrology, environment, irrigation system of the district; respecting historical and natural factors, the existing urban framework infrastructure system. Focus on expanding the connecting space to develop sub-regions and corridors, creating momentum for the development of Phat Diem urban area in particular, Kim Son district in general.

The Chairman of the Provincial People's Committee requested the People's Committee of Kim Son district to coordinate with the consulting unit to absorb the maximum comments at the conference, continue to review, research, adjust and complete the Project in the general spirit of not only stopping at the vision to 2035 but also creating a premise for the long-term development of the district in the following stages and periods.
